Job Summary The Program Manager I supervises all efforts to fulfill the goals and objectives of the Program, designing plans and operations according to contract and budget guidelines, overseeing resources, coordinating partners, and conducting outreach to serve participants and leverage VOALA and community assets. Duties and Responsibilities Intake, assessments, service planning, service delivery, and goal attainment. Training, supervision, and problem‑solving for difficult cases. Meeting grant objectives and adhering to grant guidelines. Providing information to the Division Director highlighting progress toward set goals. Providing quality service to clients with rental issues. Monitoring program compliance to VOALA policies and required procedures; maintaining documentation of all program services delivered to participants. Measuring and assessing impact of services and participating in key elements to the program's success. Effectively communicating project expectations to team members. Coordinating outreach and collaboration efforts with community partners and landlords. Essential Duties Occurs on‑site; supervisors must provide direction and oversight on site. Operations Day‑to‑day service delivery, guidance and supervision for staff, budget oversight, project timelines, and anticipated outcomes; effectively plans workload of subordinate individuals and programs; budgets, deploys, and organizes resources. Monitoring and Measurement Ensure all services to clients are properly recorded, evaluate achievement of program goals, and report to senior leadership. Coordination of Services Collaborates with other service providers to link various programs to community resources and supportive services. Administration Maintain comprehensive records of compliance with funder and regulatory requirements. Training and Mentoring Responsible for service team development through training, policy and procedure, structured supervision, and learning collaboratives. Change Leadership Identifies better, faster, and more efficient ways to achieve the mission of the program and community outreach. Mandated Reporter Employees must report any instance of physical or sexual abuse to proper authorities. Qualifications Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment, and education verifications. Education Bachelor’s degree in Social Work (or related discipline) or equivalent combination of relevant education and experience (4 years). Experience Minimum of 3 years of experience in Social Services Program Management, Coordination or Supervision. Minimum of 2 years of direct experience in Staff Management. Preferred Qualifications Master of Social Work or related discipline. Experience connecting clients to community and government resources. Experience serving the target community (veterans, homeless, at‑risk youth, etc.). Knowledge of community resources. Experience with HMIS and other relevant databases used by partner service providers. Ability to work with people from various backgrounds and/or limited English capabilities.
