• While government experience is good to have, we would like to ensure that the short-listed finalists have demonstrated health industry experience in health organizations with hands on experience of healthcare integration standards, such as HL7 please.

• Public Sector Experience: Not required, technical health sector experience desirable

Must Haves

• Comprehensive understanding of health care sector workflows and source system technologies (such as HIS, EMR, LIS), along with hands-on experience working with Integration Engines, is highly preferred.
• A minimum of 7 years of hands-on experience in delivering electronic health data integration projects or operations is required. This includes expertise in the acquisition, integration, and utilization of health data employing healthcare interoperability standards such as HL7 V2.x (mandatory) and V3. Practical experience with FHIR and XML messaging principles is highly desirable.
• Excellent verbal and written communication skills for effectively conveying Ontario Health's conformance testing and validation activities in data acquisition and integration projects to technical staff, project managers, and clinical SMEs.
• Applied knowledge of HL7 Health Standard message conformance tooling (e.g., Caristix, XMLSpy, 7Edit, Postman, etc.) for HL7 v2.x, v3, and FHIR.
• Exhibits applied experience demonstrative of strong time management skills by effectively handling numerous projects, each with demanding deadlines.

Description / Responsibilities / Skills

Background Information

• responsible for the review, evaluation and readiness of data contributed to Ontario Health's current repositories, such as the Ontario Lab Information System (OLIS), Digital Health Drug Repository (DHDR) and new clinical repositories
• will support multiple initiatives: EHR contribution; Integrations; HIS upgrades; Privacy operations support; consult for Clinical Viewer; CDF; OLIS, DHDR, CMRO, MI, PCIE

Deliverable & Responsibilities Include

• Performs as a Clinical Data Conformance & Integration Specialist supporting data adoption (contribution) and integration projects, working directly with Senior Project Managers and Product Teams.
• Provides oversight and HL7 v2 & HL7 FHIR subject matter expertise on Ontario Health data adoption and integration projects, focused on expert guidance for review, conformance testing, validation, and implementation.
• Leverages HL7 v2 & FHIR data standards expertise to evaluate and advise external clients and stakeholders' technical development of their local interfaces.
• Manages simultaneous work packages for data contribution projects, ensuring contributed data from external stakeholders adheres to HL7 v2 and FHIR standards.
• Acts as a senior specialist with external clients, stakeholders, partners, and data sources through a defined data integration methodology.
• Works with a medium-high level of autonomy based on direction from Leads and/or Management, proactively actioning and resolving issues with minimal supervision.

• In-depth knowledge clinical workflow and technical processes within hospitals or other healthcare sector locations.
• Applied use and knowledge of HL7 v3 products including CDA, and related implementation guides from multiple standards development organizations.
• Detailed knowledge of other Healthcare technology systems such as Pharmacy Management Systems, Diagnostic Viewers and Picture Archiving and Communication Systems is an asset.
• In-depth working and applied knowledge of healthcare systems such as Meditech, Cerner, and Epic.

Deliverables

• contribute to multiple implementation projects, and participate in the development of various tools, guides and supporting materials used for assessing data conformance, compliance and quality of clinical data to the Electronic Health Record assets

Knowledge Transfer Details

• Regular status updates provided to Management on a weekly basis (updates to a dedicated initiative tracker, as well as 1:1 meetings)
• Ensuring all required documentation for each initiative / data source / activity, is regularly saved to the dedicated file-share(s)
• Documentation includes CT and CV scenario files, example reports, sign off sheets, emails, and identification of outstanding deliverables
• Final summarized knowledge transfer performed before end of contract, no later than 2 weeks before contract end date

Experience & Skill Set Requirements

Evaluation Criteria 100 points total

• Experience working on large complex projects, with responsibilities for delivering project tasks and key work packages, combined with stakeholder management and client relationship responsibilities. [20]
• Demonstrated data expertise in both project based and operational responsibilities specifically working with sensitive data. [10]
• Demonstrated experience working with Health System technologies (e.g. HIS technologies, LIS, EMR); including Integration Engines or Interface technologies. [20]
• In-depth working and applied knowledge of healthcare systems, healthcare integration standards such as HL7 v2 & FHIR, XML messaging principles, techniques and technologies is mandatory [30]
• Experience performing HL7 standards-based message conformance testing, as well as applied knowledge of conformance tooling (e.g., Caristix, XMLSpy, 7Edit, etc.). [20]

Desired Skills & Experience

• In-depth knowledge clinical workflow and technical processes within hospitals or other healthcare sector locations; with knowledge on the flow of information using HL7 standard-based messages.
• Minimum of 7 years of applied experience delivering electronic integration of health data related projects, including integration and adoption initiatives using applied knowledge of healthcare systems, healthcare integration standards such as HL7 V2, V3 and FHIR, XML messaging principles, techniques and technologies is mandatory
• In-depth working and applied knowledge of healthcare systems, healthcare integration standards such as HL7 v2 & FHIR, XML messaging principles, techniques and technologies is mandatory (for example Meditech, Cerner, and Epic).
• Applied use and knowledge of HL7 health standards, and the application of HL7 messaging standards (HL7 versions 2, version 3 and FHIR), HL7 v3 products including CDA, and related implementation guides from multiple standards development organizations. Experience with HL7 FHIR health standard is an asset.
