TELECOMMUNICATIONS MANAGER

Summary his position is part of the Air Force Elements, U.S. Transportation Command, Responsibilities This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a TELECOMMUNICATIONS MANAGER at the GS-0391-13 some of your typical work assignments may include: Directs and synchronizes global tactical communications operations. Serves as the principal strategic advisor to the Director of Operations (J3) and Command Group, translating DoD and Combatant Command strategic guidance into executable current and future operations, crisis response plans, and long-range force generation strategies. Leads a diverse, multi-component workforce and manages division resources. Exercises second-level supervision over military and civilian personnel. Serves as the division resource manager, formulating and defending PPBES/POM budget inputs, validating Lines of Accounting (LOAs), and ensuring fiscal readiness aligns with operational taskings. Chairs requirements governance and institutionalizes capability development. Conducts rigorous DOTMLPF analysis to validate capability gaps. Translates operational requirements into formal Unit Type Code (UTC) and Basis of Issue (BOI) proposals, negotiating and coordinating changes with senior stakeholders across JECC, USTRANSCOM, and the acquisition community. Executes Global Force Management (GFM) and mission resourcing. Oversees a disciplined force-generation workflow, managing Requests for Forces (RFFs) and developing Concepts of Employment (CONEMPs). Produces validated, traceable deployment recommendations (FRAGOs/WARNOs) for executive decision authorities. Provides executive oversight for organizational readiness programs. Directs the Joint Communications Academy and manages training portfolios. Serves as the senior civilian authority for the Airborne Program, enforcing doctrine, safety policy, and administrative compliance (ASOP) for specialized military operations. Requirements Conditions of Employment Qualifications You may qualify at the GS GS-13 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Managing and integrating complex, multi-faceted operational programs (such as global force management, crisis action planning, or joint tactical communications operations). Executing deliberate and crisis-action planning to translate strategic requirements or Requests for Forces (RFFs) into executable force packages, deployment orders, or Concepts of Employment (CONEMPs). Exercising leadership over diverse, multi-disciplinary teams (which may include subordinate supervisors) AND demonstrating the ability to manage significant program resources, such as budget formulation, defense (PPBES/POM), or managing operational funding lines. Analyzing operational capability gaps (e.g., using DOTMLPF methodologies) and developing formal requirements, policy recommendations, or capability documents (such as UTCs or BOIs) for senior leadership approval Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391, series as listed below: Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Education Substitution of education may not be used in lieu of specialized experience for this grade level. All materials must be submitted by the closing date of the announcement. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. For further information, visit: Additional Information Other Notes: The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.
