Job Summary This is a temporary, unclassified position expected to last up to three years, with the potential to become permanent based on the long‑term needs of the Department. The position is fully benefit‑eligible, including medical and dental coverage, paid holidays, leave benefits, and retirement. The Minnesota Department of Human Rights (MDHR) is responsible for overseeing the Minnesota Human Rights Act (MHRA) – Minnesota’s civil rights laws. Under the MHRA, companies that contract with the State of Minnesota must have a workforce and an equal pay certificate. These certificates require companies to maintain a workplace free from discrimination under the MHRA. This position is responsible for supervising and supporting the team within the Certificates department. Importantly, the supervisor is responsible with working with the Certificates Director to create a culture that fosters collaboration with the team, within the Agency, and within Agency partners across the Enterprise. This role manages day‑to‑day work of the team, improves processes, and serves as the primary point of contact for high‑profile or complex issues that arise among contractors and state agencies. Hybrid Work Environment: This position is eligible for a 50% hybrid telework arrangement. With a telework agreement, onsite attendance will be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Qualifications Minimum Qualifications Two (2) years of leadership experience demonstrated through supervisory or managerial experience, specifically: the ability to direct, motivate, and train employees; facilitate cohesiveness in working relationships; and drive change within the work unit. Two (2) years of demonstrated knowledge of process improvement methods sufficient to establish, modify, and implement workflow and standard operating procedure documents. Knowledge of state and federal EEO laws, civil rights statutes and regulations. Demonstrated experience, proficiency, and commitment to working with individuals from diverse communities to effectively interview businesses and individuals while also offering assistance and education to facilities. Writing and verbal communication skills to write clear and concise memos, correspondence, training materials, and presentations including the ability to covey legal or regulatory information in “plain language” internally, to members of the public, and with external stakeholders. Human relations skills to promote a proactive, customer‑focused culture and to communicate effectively about complex technical and regulatory issues with staff and the public. Alignment with the Department’s vision and mission. Preferred Qualifications Experience supervising employees within the State enterprise. Experience or knowledge of government purchasing, contracting, financial, or procurement practices. Knowledge of contract compliance practices and procedures specifically with: Minn. Stat. § 363A.36, Minn. Stat. § 363A.37. Minn. Stat. § 363A.44, and the Rules for Equal Pay and Workforce Certificates of Compliance. Knowledge of compliance investigation procedures, financial audits, data privacy laws, and employment laws. Additional Requirements Successful applicants must pass employment reference checks prior to employment. A written assessment or work sample may be part of the interview process.
