Tolling Maintenance Technician (Technician IV) - Denver

About the Unit The Tolling Maintenance Technician (Technician IV) works in the Colorado High Performance Transportation Enterprise (HPTE), now doing business as the Colorado Transportation Investment Office (CTIO). CTIO is an enterprise for purposes of Section 20 of Article X of the State Constitution and operates the Express Lanes network, overseeing the operation, maintenance, and performance of over 240 lane miles of Express Lanes. About the Position The Tolling Maintenance Technician will assist the Tolling Maintenance Supervisor with oversight of toll road maintenance, repair, escalations, and reports, working primarily with vendors responsible for the maintenance of equipment and devices on the Express Lanes network. The position supports six operational corridors and additional corridors under construction. Maintenance of Tolled Express Lanes Assist the Tolling Maintenance Supervisor with oversight of toll road maintenance, repair, escalations, and reports, working primarily with vendors responsible for the maintenance of equipment and devices. Monitor ETC riteOSS and Tolling Access Portal systems which relay information about damaged roadside equipment or devices. Perform day‑to‑day monitoring of tolling systems and accompany the contractor maintenance team to Express Lanes to investigate equipment/device damage, determine needed repairs and work with contractors to ensure that they perform the necessary repairs according to specs/contracts and Standard Operating Procedures. Equipment includes cameras, VMS boards, antennas, lane controllers, loops, Remote Traffic Microwave Sensors (RTMS), and Toll Rate Dynamic Pricing Signs (TRDPS). Ensure that the contractors are performing maintenance and repairs within prescribed timeframes outlined in the contract. Coordinate vendor/contractor installation of new equipment and oversee the installation to ensure equipment is installed according to specs. Work with CDOT Maintenance and/or vendors to facilitate road closures when necessary for installations. Coordinate with supervisor to ensure emergency repair contracts are completed. Ensure that accurate documentation of any issues is completed by the contractor. Monitor the maintenance ticketing process directly and provide guidance on the tickets to ensure they are properly updated and closed out in a timely manner. Coordinate with CDOT Intelligent Transportation Systems & Network Services during events related to fiber outages or problems with the network that need to be repaired; work with CDOT Roadway Technical Services related to Toll Rate Dynamic Pricing Sign outages or problems with the roadside cabinets. Work with CDOT Maintenance when there is damage in Toll Lanes caused by the driving public. May provide training to address individual contractors’ gaps in knowledge. Inventory and Spare Parts Tracking Perform physical inventory audits of spare parts. Follow Return Material Authorization (RMA) factory return programs. Regularly communicate with the vendor(s) to manage and control parts inventory, based on demand. Track transponder inventory. Reports and Planning Generate reports that show overall maintenance performance. Routinely generate reports from the system to plan for device or equipment changes or upgrades. Capture trends and patterns and analyze for specific performance of equipment, toll point locations, uptime and other indicators related to performance, focusing on Service Level Agreement (SLA) metrics. Monitor contractor Key Process Indicators (KPIs); identify and report trends to the Maintenance Supervisor. System Testing and Coordination of Toll Project Activities Document device or software failures to ensure all punch list items are addressed before subsequent testing. Test new toll rates and algorithms to make sure that the software will change the toll rates expected to match the situation on the road. Document any issues with the equipment for corrective maintenance. Attend the Go‑Live meetings. Provide input into the development of guidance documents developed by the contractor on best practices related to maintenance during testing. Work Environment Your schedule will primarily be 8‑5 work hours, Monday‑Friday. You will likely work a hybrid schedule with a combination of in‑office and remote work. On‑call/call back. The Express Lanes Network has different hours of operation for each corridor; equipment failures can occur at any time requiring this position to be available to assist with system recovery at any time or on any day. May work with several computer screens. Required to drive CDOT vehicles. Required to travel to conferences and meetings, may be required to work from multiple CDOT or vendor locations. Required to drive to Express Lanes to investigate roadside equipment and device damage and to monitor maintenance staff or contractors during implementation, corrective, preventive and emergency maintenance activities in the field. Required to drive to various facilities to coordinate with stakeholders and to perform system testing. Minimum Qualifications Experience Only: At least four (4) years of experience applying knowledge of and/or experience with the installation and/or repair processes of electronic, traffic, tolling, or IT/computer equipment, such as VMS boards, antennas, lane controllers, loops, RTMS, Toll Rate Dynamic Pricing Signs and surveillance cameras, which included monitoring, relaying, and/or reporting data from computer systems. Education and Experience: A combination of relevant education and experience equal to at least four (4) years. Education from an accredited college or university in transportation, IT; Electrical Trades; Systems, Electrical and/or Mechanical Engineering or another field of study related to the duties of this position will be considered. Experience which included applying knowledge of and/or experience with the installation and/or repair processes of electronic, traffic, tolling, or IT/computer equipment, such as VMS boards, antennas, lane controllers, loops, RTMS, Toll Rate Dynamic Pricing Signs and surveillance cameras, which included monitoring, relaying, and/or reporting data from computer systems will be considered. Preferred Qualifications Demonstrated success with the duties listed in the description of the job. Highest work/personal ethics and integrity. Years of state service experience related to the duties of this position. Experience with traffic operations platforms and equipment such as TAP software, ETC’s riteSuite, and/or CCTV. Experience with equipment such as VMS boards, antennas, lane controllers, loops, RTMS, Toll Rate Dynamic Pricing Signs and surveillance cameras. Leadership skills and experience. Experience leading, overseeing and providing direction and training to contractors or employees. Experience with equipment installation and repair. Experience ensuring compliance with specs, contracts and Standard Operating Procedures. Experience performing incident response/management. Experience with data-driven decision-making. Ability to monitor systems which relay information about damaged roadside equipment or devices. Understanding of how fiber and Ethernet work. Skill and experience tracking and reporting data. Proven ability to manage multiple projects and priorities in a demanding environment. Able to prioritize incoming information. Passion for safety and service to the public. Comfortable using hand tools. Strong analytical, reasoning, investigative, problem solving, and decision making skills. Flexibility and adaptability in response to changing conditions or unexpected obstacles. Excellent oral and written communication skills. Ability to partner with other CDOT stakeholders and staff, the public, consultants and others with sensitivity to their needs and priorities. Strong time management skills. Excellent organizational skills. Strong interpersonal and relationship building skills. Ability to work under pressure. Ability to take initiative to solve problems in an innovative manner. Strong attention to detail. Comfortable learning new software. Ability to work effectively in both independent and team situations. Fluency in Microsoft Office Suite (Word, Excel), Gmail, SAP, and the ability to quickly learn other software systems.
