Working Title: Ratepayer Advocacy Analyst Classification: PUBLIC UTILITIES REGULATORY ANALYST III $7,980.00 - $9,994.00 New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. # of Positions: 1 Work Location: LosAngeles County Telework: Hybrid Job Type: Permanent, Full Time Department Information Public Advocates Office Division/Safety Br.|Safety Policy Department Website: Job Description And Duties The Safety Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst III to join its Safety Policy team. The Analyst will primarily work to support the advocacy work of the Public Advocates Office in proceedings addressing utility wildfire risk reduction. Both the Commission and the Office of Energy Infrastructure Safety hold proceedings to consider various aspects of wildfire safety; the Analyst will advocate for alignment of wildfire risk mitigation efforts across these proceedings. This will include reviewing Risk Asset Mitigation Phase and General Rate Case proceedings at the Commission, as well as Wildfire Mitigation Plans at the Office of Energy Infrastructure Safety. The Analyst will make recommendations in these proceedings to promote consistency between the two agencies’ risk evaluation frameworks, and to ensure that ratepayers are getting cost effective wildfire mitigation and are not unfairly burdened by unsustainable rate increases. The Analyst will also represent the Public Advocates Office in wildfire cost recovery and securitization proceedings. California’s investor owned utilities are increasingly relying on complex securitization instruments to satisfy wildfire liabilities. The Analyst will represent the Public Advocates Office in Commission proceedings to determine whether proposed utility applications for financing orders are fair and cost effective. The Analyst may also support Safety Branch staff in reviewing utility Public Safety Power Shutoff events, and participating in proceedings addressing energy utility safety culture. The Analyst will collaborate with Public Advocates Office engineers, policy analysts, and attorneys to develop and write policy recommendations supported by evidence, and write testimony, comments, reports, and memoranda to be submitted in proceedings before the Commission and the Office of Energy Infrastructure Safety. The Analyst may also represent the Public Advocates Office in conferences, workshops, and other forums to advance ratepayer interests in safe and reliable service.
