The Accounting Manager plays a critical role in strengthening internal controls, financial reporting accuracy, and process improvement initiatives. This role serves as a backup to the Controller and provides strategic financial guidance to CapMetro management and employees across the organization.QualificationsWHAT YOU BRINGBachelor’s degree in Accounting, Finance, or related field, which includes twenty-four (24) college semester hours in accounting.Certified Public Accountant (CPA) RequiredEight (8) years of progressively responsible experience as a staff accountant or similar position including two (2) years of management experience managing either employees or projects.Knowledge, Skills, and Abilities:Strong working knowledge of general accepted accounting principles (GAAP) and of modern financial systems.Knowledge of financial reporting, general ledger accounting, reconciliations, fixed asset accounting, internal controls, audit management, budgeting, and financial systems administration.Effective oral and written communication skillsSkill in preparing, analyzing, and reviewing complex financial statements, audit schedules, accounting records, and regulatory reports while ensuring accuracy and compliance. Skill in leading and developing accounting staff, managing multiple priorities, and building effective working relationships with auditors, regulatory agencies, management, and internal stakeholders.Advance proficiency using personal computers, spreadsheet, database, and word processing software programs.Skill in preparing, analyzing, and reviewing complex financial statements, audit schedules, accounting records, and regulatory reports while ensuring accuracy and compliance. Skill in leading and developing accounting staff, managing multiple priorities, and building effective working relationships with auditors, regulatory agencies, management, and internal stakeholders.Ability to work with minimal supervision and complete assignments by established due dates.WORK ENVIRONMENT AND PHYSICAL DEMANDSWork is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.Incumbent must be able to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use and horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.Reasonable accommodation may be made to enable individuals with disability to perform the essential functions as previously described.Mobility Status:As a Remote position, your primary workplace is your home or another location in the state of Texas. The incumbent is expected to work in the office as needed and must have the ability to respond to a CapMetro facility within 24 hours if business needs require. A position is “Security Sensitive” if the incumbent handles currency, has access to sensitive, computerized databases, has access to master keys, or works in an area of the CapMetro that has been designated as a security-sensitive area.ResponsibilitiesWHAT YOU'LL BE DOINGNote: The duties and primary responsibilities below are intended to describe the general content of and requirements of this job and are not intended to be an exhaustive statement of duties. Financial Accounting & ReportingLead and oversee the monthly, quarterly, and annual close process, ensuring timely and accurate financial reporting in compliance with GAAP, GASB, and CapMetro policies.Direct general ledger activities, including journal entries, reconciliations, accounts receivable, payroll accounting, accruals, liabilities, and supporting documentation.Ensure proper accounting and reporting of capital assets, capital projects, depreciation, additions, and disposals.Treasury & Cash ManagementOversee treasury operations, cash management activities, liquidity planning, and investment earnings optimization.Audit, Compliance & Internal ControlsLead the annual financial statement audit and serve as the primary liaison with external auditors.Support Single Audits, retirement plan audits, NTD reporting, and FTA compliance reviews by ensuring financial data integrity and timely completion of audit requirements.Develop, maintain, and communicate accounting policies, procedures, and internal controls to ensure compliance with accounting standards and regulatory requirements.Grants AdministrationReview and submit federal grant draw documentation to the FTA and ensure alignment between grant activity, financial records, and audited statements.Financial Systems & Process ImprovementAdminister and govern Oracle Fusion financial modules, including the Chart of Accounts and expense management functions.Lead ERP and process improvement initiatives in partnership with IT to enhance efficiency, reporting capabilities, and data integrity.Financial Analysis & Organizational SupportPartner with Budget, Grants, Revenue, and other departments to analyze financial results, resolve variances, reconcile operational data, and support strategic decision-making.Leadership & SafetyDirect, develop, and evaluate accounting staff while fostering accountability, professional development, and operational excellence.Promote a positive safety culture by supporting the health, safety, and security of employees and ensuring compliance with organizational safety initiatives.CapMetro SMS Support & Other Duties AssignedSupport Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported. Perform other duties as required and/or assigned.RESPONSIBILITIES - SUPERVISOR AND/OR LEADERSHIP EXERCISED: Direct and manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.
