Manager - Human Resources

Bel Fuse Inc is seeking a people leader to provide professional, ethical leadership in Human Resources and help align HR programs with site and company priorities. This onsite role partners with site leadership to balance operational goals with employee needs while supporting AS9100 and Lean Manufacturing methodologies. Role Summary Provide leadership in Human Resources to support departmental goals, the Operations plan, and broader company objectives. Partner with site leadership to align business needs with employees’ interests, ensuring HR practices support growth and compliance with applicable requirements and methodologies. Support continual improvement efforts in efficiency and HR services by evaluating HR outcomes and recommending updated approaches, policies, and procedures as needed. Key Responsibilities Develop and manage department goals, objectives, and systems. Develop, recommend, implement, and administer HR plans, procedures, and policy materials, including understanding, instruction, and handout of the handbook of policies and procedures. Ensure employment, safety, employee relations, personnel, and equal opportunity policies and practices comply with Federal and State labor laws; maintain necessary files, department records, and reports. Evaluate HR reports, decisions, and results against Operations and business goals. Plan, organize, and control HR activities, including continual improvement in efficiency and services. Coordinate with the safety leader on administration of employee safety, health, security, and benefit programs, including claims resolution and change reporting in conjunction with the Accounting Department. Participate in staff meetings and act as a management liaison on committees, including the employee club and the United Way committee. Manage, update, and implement annual compensation programs, including revising job descriptions, conducting annual salary surveys and benefit reviews, analyzing total compensation, monitoring performance evaluation processes, and updating career path and development programs. Conduct recruitment efforts for exempt and non-exempt personnel, students, and temporary employees. Oversee new employee orientation, employee relations counseling, and outsourcing of functions such as drug testing and background checks. Support AAP/EEO documentation and drive equal employment opportunity outreach efforts. Maintain records and compile statistical reports for recruitment and people processes, including interviews, hires, transfers, promotions, terminations, and performance appraisals. Manage training needs assessment, training matrix, development, and documentation in accordance with AS9100 methodologies, in collaboration with supervisors. Investigate ethics or harassment claims and document outcomes for compliance with the Company’s Code of Ethics guidelines, including annual ethics and harassment prevention employee training. Support employee development and succession planning discussions to align with the Talent Organization Review process, including coaching managers in performance management. Direct HR staff work and provide mentoring. Oversee payroll function and ensure processes are documented and aligned with established controls. Oversee office and facility management functions including ordering supplies, managing the door access system, U.S. mail, and monitoring facility vendors (including shredding, cleaning, and music). Establish objectives and procedures governing assigned activities, and review Operations’ objectives and annual objectives with immediate subordinates. Review and approve implementation of departmental and oversight area plans supporting the Operations Master Plan. Maintain appropriate communications within the area of responsibility and keep employees informed on company and department plans and progress. Select, maintain, and review performance of qualified personnel in positions reporting directly and recommend compensation. Identify training needs, initiate development for subordinates, and recommend effective personnel action. Supervise assigned personnel and exercise supervisor authority in areas including hiring, training, performance management, time keeping, attendance tracking, salary increases, promotions, career development, and terminations. Promote and implement the Company’s Code of Ethics, affirmative action program, Communication Plan, and related company policies and procedures. Manage charitable giving, community outreach, and partnerships. Review and endorse proposals received from direct reports, and submit or approve proposals according to the approval authorization procedure. Education and Experience Four-year degree in business or HR, or an equivalent combination of education and experience. 3 to 5 years of HR management experience, preferably in a manufacturing environment. Required Eligibility Must be a US Citizen or Permanent Resident. Bel will only employ individuals legally authorized to work in the United States; sponsorship will not be provided. Temporary visas (including E, F-1, H-1, H-2, L, B, J, TN) or individuals needing sponsorship for work authorization now or in the future are not eligible for hire. Preferred Certification PHR, SPHR, or SHRM-CP certification preferred.
