Project Finance Specialist (Investment Officer)

These positions are part of the U.S. International Development Finance Corporation (DFC) within the Office of Health and Agribusiness (OHA) and Office of Small Business and Financial Services (OSBFS) . You will serve as a senior investment officer managing the most complex, sensitive, or precedent-setting finance projects carrying out the full range of project financings transactions from initial screening to due diligence, negotiating & structuring, approval, documentation, closing & funding. Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes: Experience originating and structuring international project finance transactions in emerging markets and/or developing countries while working at a commercial bank, investment fund, international financial institution, multilateral organization, or other comparable governmental entity; Experience structuring, negotiating, and drafting credit, investment, or transaction terms and agreements with counter-parties, financial intermediaries and/or other creditors in developing countries or international emerging markets; Experience performing in-depth risk analyses, financial assessments, and due diligence for project financings, corporate financings, and/or financial structures; AND Experience analyzing credit risks of borrower and/or financial intermediaries including historic and projected financial condition and financial modeling customization and/or building. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
