Salary: $115,000 - 145,000 per year Requirements:

• At least five years of experience supporting software applications or working with software development teams, including some experience in an Agile or Scrum environment.
• Strong knowledge of Agile and Scrum practices, including backlog refinement, sprint planning, iterative delivery, and continuous improvement.
• Ability to work effectively with business, development, testing, architecture, project management, and senior management teams.
• Ability to communicate with customers and end users and translate complex business needs into clear, testable requirements and design artifacts.
• Strong analytical and problem-solving abilities, including evaluating complex business and technical scenarios, assessing tradeoffs, and recommending practical solutions.
• Ability to use AI and agentic tools to support requirements preparation and delivery, including reviewing code and other artifacts for alignment.
• Excellent written and verbal communication skills, including preparing clear design specifications, user stories, and status updates.
• Strong interpersonal and facilitation skills, with the ability to guide interdisciplinary teams and build alignment on scope, behavior, and quality.
• Critical-thinking skills and willingness to constructively challenge assumptions that may affect quality, cost, or schedule.
• A bachelors degree from an accredited college or university in business management, engineering, computer science, mathematics, accounting, economics, or a related discipline; seven or more years of relevant experience may be considered in lieu of a degree.
• Experience with Department of Defense finance, contracting, acquisition, or logistics systems, such as CCaR, PMRT, or OSD DAVE, is desired.
• Familiarity with Jira, Confluence, AI and agentic tools, Qlik, MS Project, and MS Teams is desired.
• Must be based in the Washington, DC/DMV area and able to provide onsite support at government or customer locations when needed.
• Must be able to sit, type, hear, see, and speak for extended periods; work at a computer for prolonged periods; communicate information accurately; lift or carry at least 15 pounds; and move around an office as needed.

• Work with customers, stakeholders, and subject matter experts to understand enhancement requirements and the business processes they support.
• Lead the Agile requirements lifecycle for enhancements, including elicitation, backlog refinement, user stories, acceptance criteria, detailed design specifications, and mockups.
• Participate as a core team member in Scrum ceremonies, including refinement, sprint planning, daily stand-ups, sprint reviews, and retrospectives.
• Collaborate with developers, testers, and technical leads to clarify functionality, data flows, and user experience, ensuring designs align with business needs and system architecture.
• Maintain Agile artifacts in Jira and Confluence, including user stories, epics, design specifications, decision logs, and traceability to originating requests.
• Work with Product Owners and project management to prioritize and sequence enhancements and shape sprint and release plans that balance customer value, technical risk, and schedule.
• Own test planning and verification for assigned enhancements, working with developers to validate behavior against acceptance criteria.
• Prepare and review test results and defects, reproduce issues where feasible, clarify expected behavior, and drive issues to resolution, updating requirements, design, or test coverage as needed.
• Demonstrate new capabilities to customers and internal stakeholders, explaining how enhancements address business needs.
• Provide functional support and triage for existing capabilities within the teams scope when needed, coordinating timely resolution with the development team.

Founded in 1997 in El Segundo, California, we support customers nationwide and deliver information systems and services to government agencies. We are seeking an ambitious, self-directed Requirements Lead to guide Agile software development on complex government business systems, with a focus on web application enhancements and sustainment, data integrations, and system interfaces. The role is currently remote, but may require onsite support in the Washington, DC/DMV area in the future. Some travel may be required; work hours are generally Monday through Friday and may vary, with additional hours or weekends as needed. The salary range is $115,000–$145,000 annually, subject to factors including location, experience, skills, education, and business needs.
