Requirements Management Lead / BA- Federal Health

Join rockITdata as a Requirements Management Lead / Business Analyst supporting one of the nation's largest federal healthcare modernization initiatives. In this role, you'll serve as the critical link between Government stakeholders, business users, and technical teams by translating business needs into clear, actionable requirements that drive successful system implementations. You'll lead requirements management activities throughout the project lifecycle, ensuring solutions align with customer objectives, project scope, and operational needs.

This position is ideal for an experienced Business Analyst who enjoys collaborating with diverse stakeholders, solving complex business challenges, and helping deliver innovative technology solutions that improve healthcare delivery for our nation's Veterans.

Key Responsibilities

• Lead requirements gathering, analysis, validation, and documentation activities across multiple project workstreams.
• Facilitate stakeholder interviews, discovery sessions, workshops, and Joint Application Design (JAD) meetings to identify business and technical requirements.
• Develop, maintain, and manage the Contractor Requirements Traceability Matrix (CRTM) to ensure complete traceability throughout the project lifecycle.
• Analyze business processes and recommend technology solutions that improve operational efficiency and support customer objectives.
• Collaborate with architects, developers, testers, and project managers to ensure requirements are fully understood, implemented, and validated.
• Evaluate requested requirement changes, perform impact analyses, and support formal change control processes.
• Prepare business process documentation, functional specifications, workflow diagrams, user stories, and acceptance criteria.
• Support Integrated Design Reviews (IDR), Functional Readiness Reviews (FRR), and executive governance meetings by preparing requirements documentation and status reporting.
• Identify risks, gaps, and dependencies associated with business requirements and recommend mitigation strategies.
• Promote continuous improvement by identifying opportunities to streamline requirements management and business analysis processes.

Required Qualifications

• Bachelor's degree in Business Administration, Information Systems, Computer Science, Healthcare Administration, or a related field.
• Five (5) years of experience performing business analysis, requirements management, or systems analysis within complex technology environments.
• Experience gathering, documenting, and managing functional and technical requirements throughout the software development lifecycle.
• Experience developing requirements traceability matrices, business process documentation, workflow diagrams, and functional specifications.
• Strong facilitation, analytical, problem-solving, and communication skills with the ability to work effectively across technical and business teams.
• Experience supporting Agile, Scrum, SAFe, or hybrid software development methodologies is preferred.
• Experience supporting VA, VHA, DHA, or other Federal healthcare organizations, health IT, telehealth, or Federal program management is preferred.
• Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or similar certification is preferred.
• Ability to obtain and maintain a Level 3 Public Trust clearance.
