Plymouth Housing is a nonprofit organization that develops and operates permanent supportive housing for single adults who have experienced chronic homelessness. The Compliance Coordinator ensures the organization's compliance with our capital funders for affordable housing units. This includes tenant eligibility requirements; maintains tenant files; reports to funders; and supports the Compliance and Payee Manager in ensuring agency compliance through pre-audit reviews, support of Property Management and Social services staff, and analysis and development of policy.
This is a unionized position represented by Local 8 of the Office and Professional Employees International Union (OPEIU).
Primary responsibilities include:
- Managing the initial and ongoing income certification process for residential rental units to ensure compliance with Plymouth's capital funders.
- Observing and implementing additional compliance data requirements such as tenant rent calculations and documentation for auditing purposes.
- Developing and implementing policies and procedures to address audit findings and regulatory changes.
- Overseeing the recertification process and working closely with Property Management to ensure accurate and timely completion.
- Conducting training for on-boarding new staff positions for tax credit and Section 8 subsidy programs.
- Reviewing applicant files to determine initial eligibility for all units.
- Determining eligibility for all live-in staff and completing initial and ongoing recertification paperwork.
- Coordinating the move in for all live-in staff alongside Human Resources, Property Management, and Payroll.
- Setting up all live-in staff in the database system and completing income and rent calculations.
- Tracking and entering tenant information into the database system and providing annual reporting and other reports as needed.
- Reviewing new move-in files to ensure that lease and other required documents are timely and accurately completed.
- Assisting with property and unit set up in the database system.
- Reviewing, scanning, and uploading initial tenant files during initial lease up of new properties.
- Instructing building staff to complete auditor required corrections.
- Ensuring all required original lease up paperwork is stored properly in fireproof cabinets.
- Assisting the Compliance and Payee Program Manager in interpreting and communicating city, state, federal, funder, and contractual ordinances, laws, regulations, and requirements.
- Investigating unique tenancy situations and advising Plymouth staff on compliance regulations and requirements.
- Working directly with Seattle Housing Authority staff by monitoring and distributing correspondence.
- Providing rental references for former tenants.
- Annual archiving of former tenant files.
- Collaborating with the Finance department to ensure current contract rents are entered accurately in the database system.
- Ensuring residents are not paying over the maximum rents or over 30% of their income toward rent.
- Monitoring funder income limits and annual cost living of living increases for Social Security.
- Updating internal tracking systems.
- Performing other related duties as assigned.

- Must be able to work efficiently and effectively with customized databases and technology and conduct Internet research.
- Thorough attention to detail.
Qualifications include:
- Minimum of two (2) years of experience in a related field.
- Training in compliance issues, HUD regulations and tax credits is desired.
- Experience working with vulnerable populations is desired.
- Experience with completing income and rent calculations is desired.
- Bachelor's degree in related field or associate degree with two years related experience or an equivalent combination of education and work experience.
- C3P Certification within a year of hire or as soon as it is offered. WSHFC Fundamentals and Advanced Workshop.
