Mental Health Clinical Supervisor | Lead Clinical Excellence. Shape Programs. Change Lives. Central City Concern is seeking a mission-driven Mental Health Clinical Supervisor to provide clinical leadership, supervision, and program development across our growing mental health service continuum. This is an opportunity for an experienced behavioral health professional to influence systems of care, mentor clinicians, and help expand innovative, trauma-informed services for some of Portland's most vulnerable community members. Why This Role Matters As a Mental Health Clinical Supervisor, you'll help ensure high-quality, person-centered care for individuals experiencing mental illness, substance use disorders, homelessness, and complex health needs. Your leadership will directly impact clinical outcomes, staff development, program quality, and service accessibility across multiple programs. What You'll Be Doing Provide clinical supervision and consultation to QMHPs, associates, credentialed staff, and interdisciplinary teams Support program development, quality improvement, and implementation of evidence-based practice Guide staff in risk assessment, crisis intervention, safety planning, and complex clinical decision-making Conduct mental health assessments, diagnostic evaluations, and treatment planning as needed Collaborate with medical, behavioral health, housing, and SUD teams to ensure seamless client care Partner with leadership to monitor outcomes, maintain compliance, and strengthen service delivery Build and support trauma-informed, recovery-oriented, and culturally responsive programming What Makes This Opportunity Unique Leadership role with direct influence on clinical practice and program growth Work within an integrated care model that combines mental health, primary care, housing, and substance use treatment Opportunity to mentor and develop the next generation of behavioral health professionals Diverse and rewarding work supporting individuals with complex behavioral health and social service needs Mission-focused organization recognized as a leader in homelessness, recovery, and integrated healthcare services Location Blackburn Center Schedule Monday-Friday 8:00am-6:30pm Salary $62,000- $122,000 (range influenced by professional experience, licensure/certifications, and internal equity.) Must meet qualifications for QMHP-C LPC-A or LPC LMFT-A or LMFT CSWA or LCSW Minimum Qualification CADC-R preferred and ability to obtain CADC-II within a year. 2 years of post-graduate experience in mental health or behavioral health required. 1 year of lead or supervisory responsibilities OR demonstrated leadership abilities from an internal directly-relevant role at CCC required. Must have current CPR certification prior to start. Must meet CCC privileging requirements as required by FTCA. Must pass a pre-employment drug screen, TB test, and criminal background check. This includes clearance by the DHS Background Check Unit. Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy, and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol. Will be required to carry an agency cell phone for work use. Cell phone to either be provided by Central City Concern or maintained on employee's device. Must possess a current driver's license, have access to a vehicle, & qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training; and maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage. Proficient in Microsoft Office software (Excel, Word, PowerPoint, Access and Microsoft Outlook). Experience with office machines (Fax, photocopier, printers, postage machines, etc.). Must be able to work variable work hours. Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs with reasonable or no accommodation. Must adhere to agency's non-discrimination policies. Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, life-styles and sexual orientations, and treat individuals with respect and dignity. Essential duties and responsibilities This position requires flexibility of hours, independent decision-making, program planning, clinical supervision, quality management, and liaising with outside agencies. Work collaboratively with MH leadership to envision and guide high quality, person centered and trauma informed services across the mental health treatment continuum. Coordinate and monitor operation of MH programs; including adequate and appropriate staffing, ensuring the continuation of clinical services, including access and referrals. Promote continuous quality improvement to mental health services as well as collaboratively build new programming/services as is appropriate. Offer clinical support to QHMPs in the primary care service line, as well as minimally within SUDS and housing as needed. Monitor clinic compliance with all CCC policies and procedures, and contractual requirements. Implement new policies and procedures when they are approved. Develop and implement additional policies and procedures as needed to ensure effective operations. Collaborate with other CCC Health Services program managers in appropriate internal triage and referral processes, ensuring CCCHS's high and medium complexity individuals are seamlessly routed to the most appropriate level of care. Collaborate with operational leadership on monthly and quarterly reporting of utilization and outcome measures to external contractors. Collaborate with operational leadership on ensuring compliance with grants and contracts. This includes completion and submission of reports of utilization and outcome measures to external contractors. Work to establish and refine a care team model with clearly defined roles, in which each team member is working at the top of his or her license. Be liaison with partnering agencies and programs. Participate in clinical staff meetings and case conferences with team members in order to utilize interdisciplinary expertise and facilitate individual treatment plans for clients. Risk Assessment and evaluation Participate in evaluating clients for risk of harm using agency approved tools, document identified risk including plans to mitigate. Provide crisis intervention which may include: counseling, supporting client with de-escalating, performing risk assessments, supporting with safety planning, and referring clients to the ED or other sub-acute facilities. Participate in initiating Directors Custody transport holds when appropriate. Provide immediate and ongoing support to staff in making decisions related to risk assessment and initiation of Directors Custody holds. Process client grievances. Participate in setting goals and objectives for clinic site, facilitating the achievement of those goals, evaluating progress, and modifying processes and/or objectives as needed based on objective data. Review, code, and process all invoices, time sheets, requisitions, and check requests, and forward to CCC Administrative Office in a timely manner per Accounting and HR policies. Provide at least 2 hours of supervision per month for each full-time staff. The two hours must include one hour of face-to-face contact for each person supervised, or a proportional level of supervision for part-time staff providing clinical or other support services to clients. Conduct and document Mental Health Assessments, including mental status exam, DSM diagnosis, and clinical formulation. Ensure clinical privileging requirements are met for all direct reports pursuant to CCC's Privileging Policy. Plan and facilitate regular staff meetings. Maintain effective communication with all CCC staff. Identify and coordinate staff training needs. Attend all mandatory CCC trainings in a timely manner. Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee. Perform other duties as assigned. Skills and Abilities Has the competencies necessary to: Identify precipitating events Gather histories of mental, emotional and physical disabilities, alcohol and drug use, past mental health services and criminal justice contacts Assess family, social and work relationships Conduct a mental status assessment Document a DSM diagnosis Write and implement or supervise implementation of a care plan Conduct and document a mental health assessment Provide mental health treatment and rehabilitative services within one's scope of practice. Knowledge, education, training, skills and supervisory experience in an integrated clinical care model. Knowledge, education, training, skills and experience in providing and supervising services in a highly diverse work environment to a highly diverse and mostly homeless population. Advanced knowledge and skills in counseling and assessment techniques with individuals and groups including assessing for risk of danger to self and others. Advanced knowledge and skills in mental health treatment methods, Evidenced Based Practices and crisis intervention. Ability to manage reporting on outcome measures and key indicators. Ability to consider the impacts and outcomes for underserved communities during decision-making processes. Ability to consider impacts of systems of oppression, structural racism, and individual bias on client outcomes. Ability to understand low barrier access to housing for individuals experiencing chronic homelessness and substance use disorders. Ability to prioritize access to housing based on acuity and need. Knowledge of de-escalation methods or ability to be trained in de-escalation methods. Knowledge and skills in chemical dependency treatment methods and crisis intervention. Ability to work effectively and efficiently in an environment subject to ambiguity and change. Advanced and proven ability to provide leadership Working knowledge of Assertive Community Treatment, Integrated Dual Diagnosis, Recovery Models of treatment and Trauma Informed Care. Computer skills necessary to accomplish duties. Ability to work effectively with peers, individual clients and groups. Ability to work as a team member, remain flexible and to establish priorities as a group. Ability to apply principles learned to new situations. Ability to maintain accurate records and necessary paperwork. Ability to communicate clearly and concisely, both orally and in writing. Creative, innovative, and progressive problem-solver. Ability to work effectively with a diverse population. Ability to work independently, manage time, prioritize the workload, problem-solve, and complete tasks in a timely fashion. Ability to multi-task and remain calm in a busy and stressful environment. Ability to be a detail oriented, flexible, dependable, positive team player. Ability to display a non-judgmental attitude. Knowledge of community and social service agencies. Sufficient manual dexterity and physical ability to perform assigned tasks. Ability to work courteously and effectively communicate with the general public, clients, medical personnel, corrections personnel, police, and co-workers.
