Job Description

Located in Ille-et-Vilaine, on the Rennes Saint-Malo axis, the commune of Hd-Bazouges is a dynamic rural commune of approximately 2,400 inhabitants with a ZAC under development, member of the Bretagne Romantique Community of Communes. Emerging from the merger of the communes of Hd and Bazouges-sous-Hd, it benefits from a strong identity built around its natural, historical, and cultural heritage. Traversed by the Ille-et-Rance canal and known particularly for the remarkable site of the Eleven Locks, the commune has an attractive living environment, supported by an important associative fabric, a developed cultural life, and an affirmed municipal will in terms of sustainable development and quality of public services.

The commune provides a wide range of local competencies: civil status, urbanism, road maintenance, communal buildings, public spaces, childhood-youth, culture, associative life, services to residents, and support for municipal projects. The commune relies on a municipal team of 33 agents representing approximately 20 full-time equivalents (FTE). This organization, characteristic of a small-sized commune, is based on the versatility of the agents, the proximity between services, and a strong capacity for adaptation.

Municipal services are organized around several poles: The administrative service, in charge of public reception, finances, human resources, assemblies, civil status, urbanism, and the administrative follow-up of communal files; The technical service, responsible for the maintenance of communal buildings, public spaces, roads, and the technical support of projects; The childhood, peri-school services, ensuring the reception of children and the implementation of educational actions, school meals, and the cleanliness missions of the premises. The media library, participating in the cultural development and social link on the territory. Daily operation relies on a close collaboration between the different services, with particular attention paid to the circulation of information, the coordination of actions, and the support of agents.

Profile Sought

Confirmed experience in territorial administration, ideally in management or supervisory functions, is expected to master the challenges related to the management of a local authority, the management of public services, and the support of elected officials in the implementation of their orientations. The qualities sought are notably: - An ability to work in proximity with elected officials, providing advice, expertise, and decision support; - An aptitude for management and support of teams, in a logic of trust, dialogue, and empowerment; - A good understanding of the functioning of territorial authorities, particularly in administrative, financial, legal, and HR matters; - An organizational and prioritization capacity, allowing to manage varied dossiers and multiple requests; - A transversal spirit, promoting cooperation between the different municipal services; - Recognized relational qualities, essential in a community where proximity and direct exchanges occupy an important place; - An ability to anticipate and propose, to accompany elected officials in their projects and the evolutions of the local public service; - An interest in the management of communal buildings.

Beyond technical skills, the commune is looking for a person with a strong sense of the public service, able to fit into a small-sized environment, to rally the teams and to guarantee a lasting trust relationship with all the actors of the community.

Legal Basis

Art. L332-8 disposition 2 of the general code of the public service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no candidacy of a civil servant has succeeded. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
