Emergency Response Roster – Education in Emergencies Technical Advisor Join World Vision as an Education in Emergencies Technical Advisor in our Emergency Response Roster. Key Responsibilities Lead the development and timely revision of the country Strategy from an Education in Emergencies (EiE) perspective in line with the objectives of WV’s Response Strategy and the OCHA Humanitarian Response Plan (HRP). Provide strategic leadership in EiE for the response in line with Ministry of Education in response policies as well as global sector inter‑agency standards and guidance. Collaborate with relevant stakeholders to connect EiE responses with long term development frameworks. Collaborate with EiE coordinators/managers as well as Child Protection managers/advisor, MHPSS advisors and Cash mangers/advisors as well as other sectors to evaluate and design strategies which promote holistic outcomes, reduce protection risks facing children and improve learners' physical and emotional safety. Lead the development/revision of Education Technical Approaches and Technical Programs to be adapted for EiE in the local context. Lead in project design with the programme team and Operations team for potential new opportunities based on emerging new educational needs and funding opportunities. Provide input to designs based on needs assessment findings, evidence‑based information and analysis targeting the most vulnerable. Ensure that new proposals submitted are in alignment with sector standards, strategies, plans and evidenced approaches. Organisation and Staff Capacity Building Promote technical excellence in the application of internal and inter‑agency minimum standards including humanitarian standards, education in emergencies minimum standards, IASC guidelines. Lead capacity building on EiE (with integration to relevant sectors) through training and on‑job coaching of World Vision and partner staff to ensure quality programming and sector integration. Lead the hiring process for qualified local and expatriate staff to implement CPHA and/or integrated programmes. Support the response leadership in partners identification by using sector guidance, competency frameworks and other tools tailored to assess partners capacity to respond for EiE in line with WV and inter‑agency standards. External Engagement and Networking Participate and when possible, lead relevant coordination mechanisms (e.g. Education Cluster or Working Group) and collaborate with other relevant groups (e.g. the Local Education Group) to improve the efficiency and quality of the EiE response. Actively contribute to the discussions and development of Humanitarian Response Plan (HRP) and relevant process to shape the priorities and directions for EiE in early stages of the emergency; and lead on facilitating EiE coordination tools and guidelines. Enhance World Vision’s visibility and leverage World Vision’s EiE expertise as a partner of choice in external engagement opportunities. In coordination with Programme/GAM team, build strong relationships with existing/new donors, and explore potential donors who prioritise EiE interventions for new program ideas and approaches based on evidence. Assessing, Monitoring and Reporting Support DME to integrate EiE needs in organisational assessments /represent WVI and contribute to the inter‑agency assessment and monitoring processes both for EiE joint assessment and for multisectoral assessments. Co‑lead with DME team the development of Evidence Building Plans (EBPs) for used approaches and new projects; and develop sector measurement tools. Use assessment analysis to identify priorities and recommend key response modalities. Provide timely, accurate EiE reporting to response management and programmes. Provide technical leadership to EiE‑related case studies, learning reviews and publications within the Response. Minimum Requirements Knowledge, Skills and Experience: A minimum of 5 years of experience with a mix of home country and international experience in humanitarian responses within complex, fragile and conflict related contexts Two years of international experience outside of your home country/local assignment Demonstrated understanding of humanitarian principles, standards and best practices Experience working in high pressure, rapid response environments with multiple risk factors Strong communication skills in English (oral and written) with ability to express ideas and concepts clearly and persuasively with internal and external stakeholders Emotional intelligence (self‑awareness, managing emotions and those of others, remaining calm/composed, dealing with ambiguity and change) Ability to work with a reasonable level of comfort in high tension and high security risk situations. Required Education, Training, License, and/or Certification: Master’s degree or equivalent in an education or relevant social sciences field or substantial field/practical experience working in education in emergency situations. European or international driving license. EiE Online training course certification (Kaya platform) Required Professional Experience: Minimum 7 years of experience in technical position related to set up and lead EiE response in humanitarian settings. Extensive experience in multi‑sector integration to promote holistic child development. Experience in building strong collaborative partnerships with internal and external (Local organisations, international organisations, UN organisations, Corporate, Government and Military) stakeholders. Experience in working with local partner organisations for timely and quality implementation of EiE programs. Ability to design and roll out capacity building of staff (including local partner organisations) in key competencies in adherence to global sector guidance and minimum standards. Excellent writing skills. Required Language(s): Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred. Required Travel and/or Work Environment Accommodations: Ability to travel to/within domestically and internationally as required. Long working hours often exceed 12 hours per day during the onset of the response. Responses are often mounted in insecure or natural disaster‑prone contexts, which may disrupt normal work patterns and generate staff safety issues. Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene. Preferred Experience, Knowledge and/or Other Qualifications: Hostile Environment Awareness Training (HEAT) or equivalent relevant security training certificate. Previous experience working in other sectors (i.e. Education, ECD, MHPSS, Food Security or Cash) in addition to CPHA. Applicant Types Accepted: Local and International Applicants (IA's) Accepted.
