Human Resources Manager

The Pinellas County Tax Collector is currently hiring for a Human Resources Manager! This position performs highly responsible, professional and supervisory human resources work in assessing, planning, supervising, and directing work across multiple functions of human resources (HR). Ensures cross-functional partnership with all departments and oversees the achievement of strategic planning goals and objectives. Oversees the routine functions of the HR Administration team, including recruitment, onboarding, payroll, benefits, performance, and compliance. Requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop and implement policies and procedures and to determine efficient and innovative ways to accomplish business strategies. The incumbent exercises considerable independent judgment and initiative and is responsible for executing policies and procedures to facilitate quality customer service experience. What Will You Do: Leads and manages professional HR department staff, including hiring decisions, training, performance management, and disciplinary process; Directs day-to-day operations. Supervises and directs the work of professional personnel responsible for various HR functions including Recruiting, Performance Management, Employee Relations, Payroll, Benefits Management and Open Enrollment, Rewards and Recognition, Separations/Off-Boarding, Records Management. Identify and implement process improvements to enhance efficiency and accuracy of HR processes; Designs and establishes benchmarks that measure the impact and effectiveness of human resources programs within area of assignment. Supports HR Director in planning and directing assigned human resources programs and department activities and completes special projects assignments to align with the strategic vision of the department. Administers, interprets, makes recommendations, and ensures compliance with Tax Collector and County personnel policies and procedures, and federal state, and local employment laws; Advises directors, officials, employees, and others on complicated administrative and technical employment issues, rules, laws, and regulations. Partners with organizational leaders to identify needs within HR area of assignment; Advises senior leadership and recommends or implements improvement initiatives and activities that are aligned with the organization’s strategic goals. Forges, maintains, and leverages working relationships with internal and external customers, stakeholders, vendors, and partners. Participates in the preparation and management of departmental budget; meets budgetary goals and objectives. Oversees biweekly payroll process including verification, processing, reporting, compliance, and maintenance of payroll records. Participates in the design and management of the compensation plan and other rewards programs to ensure they are fair, equitable, competitive, and in compliance with legal requirements. Provides guidance and recommendations regarding informal or formal disciplinary action and HR-related hearings and investigations; Attends and participates in employee disciplinary meetings, grievances, terminations, and investigations. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to senior leadership. Oversees and directs the work of a team and assists with carrying out the strategic vision of the department and the organization. Represent or act on behalf of the Director as assigned, including various meetings, committees, court proceedings, or public events and in the media. Perform special projects as required. Performs other related duties as assigned. What Do You Need: 4 years of experience in Human resources (recruitment, onboarding, payroll, benefits, performance, and compliance), or Associate’s degree and 2 years of experience as described above, or Bachelor’s degree and two (2) years of experience as described above, or An equivalent combination of education, training, and experience. Two (2) years of supervisory experience. Professional HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) required, or willingness and ability to obtain within 18 months of hire Ability to apply for and maintain ORION/FRVIS Access Authorization per Florida Department of Highway Safety Motor Vehicles Procedure TL-57 and RS-64. Valid Florida Driver License, in good standing Work requires regular and reliable attendance and flexibility with work schedule Ability to work evenings and weekends during periods of peak activity or when necessary. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Ability to work at different locations of the Pinellas County Tax Collector for varying periods of time or attend training during hours other than regular work hours. Highly Desirable: Experience processing bi-weekly payroll, highly desirable. Experience with Florida Retirement System helpful but not required. Experience with benefits, wellness, and leave management helpful, but not required. Experience working in public sector or nonprofit helpful, but not required. Knowledge, Skills, & Abilities: Considerable knowledge of employment laws and regulations including but not limited to EEO, FLSA, FMLA, Workers’ Comp and ADA Considerable knowledge of benefit programs and practices including health plans, retirement plans and wellness programs Ability to gain and maintain considerable knowledge of the Tax Collector’s HR policies and procedures and Unified Personnel System Rules and Policies. Strong attention to detail. Ability to use considerable initiative, think independently, and exercise sound judgment and strong decision making.
