The Mental Health Association of Alameda County (MHAAC) is a California nonprofit public benefit corporation organized in 1958 to assist and advocate for people with mental illness, support families and caregivers, and improve mental health services and public policy. Develops and presents an annual budget for Board approval. Program Planning, Implementation & Quality Assurance Collaborates with Program Directors to implement, evaluate, develop, and expand programs, making recommendations to the Board. Schedules and conducts regular management meetings with the leadership team. Assists the Board in periodic strategic planning activities, monthly Board meetings, and other special initiatives, overseeing implementation activities to meet stated objectives. Oversees development and recommendation of organization policies for approval, including but not limited to Human Resources Management, Health and Safety (mandating COVID‑prevention programs, shelter‑in‑place and telecommuting guidelines), Finance and Audits, Confidentiality and Privacy, Information Systems, Inventory Management, and Quality Assurance. Ensures operations conform to Health Information Portability and Accountability Act (HIPAA) standards. People / Human Resources Management Works with the Human Resources Director to keep HR policies current and compliant with federal, state, and county regulations. Develops and recommends employee compensation, benefits, performance management, and engagement programs. Oversees recruitment and retention of a qualified workforce with lived‑experience expertise. Develops, oversees, and holds staff accountable to professional conduct, productivity standards, and performance expectations. Management Information Systems Ensures the organization’s information systems, including networks and computer hardware, meet data‑management, information‑security, reporting, and other requirements. Supports telecommuting/remote work to sustain program services seamlessly during mandatory implementation or staff‑approved telecommuting. Facility Management Guarantees that physical facilities meet the logistical needs of the organization, provide accessible services to the communities served, and remain clean, sanitized, welcoming, and safe for employees and client families. Board and Committee Support Provides assistance to the Board and its committees, including developing agendas, minutes, and report materials; reports to the Board on finances, program operations, accomplishments, and challenges. Assists the Board with planned events and activities, board recruitment, orientation, and communication of board guidance and policy to staff. Keeps the Board informed on applicable statutes, legal mandates, trends, and changes in the community. Assists the Board in the development and implementation of a strategic plan. Communications and Community Relations Exhibits strong written and oral communication skills, representing the organization at public gatherings and events, tailoring messages to audiences, preparing press releases, and maintaining relationships with government and community groups. Demonstrates professionalism, judgment, honesty, initiative, motivation, organizational skills, resilience, and empathy. Policy Advocacy Understands policy proposals and articulates their impacts to stakeholders. Mobilizes allies to influence policy changes or improvements through coalition work. Other duties as assigned by the Board. Required Qualifications Minimum of 7–10 years of experience in healthcare, mental health, or social services administration, including supervision of direct reports. Minimum of 3 years experience at a senior management level. Bachelor’s degree in management, social work, mental health, or a related field. Strong business acumen and understanding of non‑profit accounting and tax regulations. Must successfully pass a background check conducted by CADOJ and the FBI. Proficiency in Microsoft Office, especially Outlook and Word. Eligibility for valid California driver’s license, mandatory access to a personal vehicle, mandatory liability insurance, and mandatory compliance with mandated motor‑vehicle reporting requirements. Preferred Qualifications Master’s degree in public administration, social work, mental health, or related field. Experience managing programs for multicultural, low‑income, or disadvantaged populations. Knowledge of the Alameda County Behavioral Health Care System. Experience delivering services via video‑based platforms such as Zoom or Microsoft Teams. Bilingual in one of Alameda County’s mandated threshold languages: Cantonese, Farsi, Korean, Mandarin, Spanish, Tagalog, or Vietnamese.
