Job Description and Duties

Limited Term 12 Months, which may be extended up to 24 months or may become Permanent.

Under general direction of the Information Officer II, the Information Officer I (Content Specialist) develops, produces, and manages multimedia communications content supporting the California Department of Technology (CDT) and the Middle-Mile Broadband Initiative (MMBI). The incumbent creates strategic communications and outreach materials for digital, print, video, web, social media, presentations, and public engagement initiatives, while assisting with media relations, executive communications, and other public information activities. The incumbent is expected to exercise a high degree of confidentiality, initiative, organization, responsibility, creativity, and independence in the performance of assigned duties.

Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given. Pursuant to Executive Order, effective July 1, 2026, employees in this position will be required to report to the work site a minimum of four (4) days per week. The specific on-site days will be determined by the department based on operational requirements.

Working Conditions

CA Residency:

Candidates who reside outside of the State of California may be admitted to the job interview. However, upon a job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded

• May be required to carry a cell phone or other mobile communication device.
• Ability to regularly bend and stoop to retrieve files and perform occasional light lifting (up to 20 pounds).
• Willingness to travel to multiple locations in the Sacramento area, as well as work evenings and weekends on an as needed basis.

2. Describe your experience creating public relations or marketing materials. Include examples of flyers, web content, social media posts, presentations, press releases, or other visual materials, and software(s) you used.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Advanced proficiency with Adobe Premiere Pro, InDesign, Illustrator, and Photoshop.
• Experience using Canva, Storyblocks, and similar creative production platforms.
• Knowledge and experience with social media platforms including Twitter, Facebook, YouTube, and LinkedIn.
• Experience creating content for websites, newsletters, presentations, social media, and public outreach campaigns.
• Experience in technology industry communications, marketing, and design.
• Experience creating integrated communications and marketing campaigns.
• Ability to apply public relations research and methodologies to address specific problems or issues.
• Ability to produce media, program and/or internal events.
• Demonstrated knowledge of visual storytelling, branding, and digital marketing best practices.
• Experience in journalism, media relations, public relations, and/or marketing.
• Experience capturing interviews, B-roll, photography, and field content for digital storytelling.
• Knowledge of Microsoft Office suite and other computer programs.
• Strong writing and editing skills with working knowledge of the Associated Press (AP) style guide.
• Self-starter who can exercise initiative and think creatively to communicate information.
• Ability to manage multiple creative projects simultaneously while meeting tight deadlines.
• Excellent interpersonal skills and the ability to collaborate effectively with executives, subject matter experts, media representatives, vendors, and cross-functional teams.
• Working knowledge of the California legislature and Executive Branch.
