Under general direction of the Information Technology Services Division (ITSD) Gaming Application Support Information Technology Manager I (ITM I) of the Gaming Application Support & Quality Management (GASQM) unit, the Senior Business Systems Analyst (SBSA) is responsible for defining and maintaining standards and processes to develop, integrate, test, and implement new Information Technology (IT) solutions as well as maintaining the existing IT systems for the California State Lottery’s (Lottery) gaming services, products, and applications. The SBSA is responsible for conducting research and analysis to recommend system upgrades and cost-effective solutions, while providing mentorship and training to lower-level staff. This role involves analyzing and verifying complex, interrelated, and unrelated systems and application processes, evaluating systems testing methods across a broad range of activities, and leading the development and implementation of test plans, test scripts, test monitoring processes, and verification of comprehensive software testing for gaming system applications. This role includes applying industry standards, principles, methods, and techniques to manage projects through all phases of the Project Management and System Development Life Cycle. Assignments require an advanced level of organizational understanding and support for innovative technical projects. The duties for this position are focused in the Business Technology Management, IT Project Management, System Engineering, and Software Engineering domains; however, work may be assigned in other domains as needed.

This position is headquartered at the Sacramento HQ and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The Senior Business Systems Analyst will work in a fast-paced environment, with competing priorities, and critical deliverables.

1. Schedule: This supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
2. Travel: Statewide overnight travel may be required.

1. Other: This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside of normal business hours.

• Experience with automation and performance testing tools and defect tracking systems.
• Skilled in communicating complex technical concepts to diverse audiences, preparing clear documentation, facilitating discussions, and providing training and guidance.
• Experience leading enterprise-level testing, defining comprehensive test strategies, and performing end-to-end validation of complex systems.
• Excellent interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
