Program Compliance and Oversight Manager
DGS Office of External Affairs
The Program Compliance and Oversight Manager provides department-wide leadership for compliance, program oversight, and monitoring across Colorado Department of Higher Education (CDHE) programs. This role establishes scalable oversight frameworks, risk-based monitoring approaches, and compliance expectations to ensure programs align with statutory, grant, and fiscal requirements. The position serves as a bridge between programmatic and fiscal operations, advising leadership on compliance risks, streamlining workflows, and embedding internal controls into program design. The manager conducts compliance reviews, supports monitoring activities, and provides technical assistance to promote continuous improvement and audit readiness. Key qualifications Bachelor's degree in higher education or related field, or four years of experience in a related field Experience in grant or contract management, compliance, monitoring, or auditing Experience conducting subrecipient financial monitoring and compliance reviews Knowledge of 2 CFR 200 and federal grant requirements Valid Colorado driver's license and compliance with requirements for driving a state vehicle #J-18808-Ljbffr DGS Office of External Affairs
