Senior Financial Management Support The Senior Financial Management Support will conduct research and provide inputs to customer program financial management, including budget formulation and management for all phases of the Planning, Programming, Budgeting, and Execution process; budget and financial analysis; obligation and expenditure forecasting; funds management; fund status and control techniques and/or systems; and accounting and finance systems and/or procedures. Duties and Responsibilities Conduct financial analysis with narrative justification, which may be required for quick turnaround budget exercises. Support funds management, including but not limited to research and development, procurement, operations and support funding, ULOs, baselining, audit, and close‑out. Perform contract/financial transaction reconciliation and close‑out duties, and assist other financial management personnel with reconciliation and contract close‑out support. Assist other financial analysts with verification of data input accuracy into the various financial/payment systems. Support other financial analysts with reconciliation of Defense Finance and Accounting Service data to the CCaRS database (or other government‑selected financial management systems and databases) to maintain accurate accounting data for financial analysis. Research and assist with the development of funds reconciliation based upon data obtained from various government database systems. Address additional sources of information, including local government finance offices, program offices, and contractor offices, and retrieve relevant financial and contract information where possible. Use developed software tools to support analysis of databases, leading to reconciliation of obligations versus expenditures. Conduct tasks to include analysis of commitments, obligations, and expenditures on financial documents and contracts, and rectify these discrepancies. Provide reconciliation of accounting data, develop accounting status reports, and prepare program reviews and disposition of unliquidated obligations. Maintain and update a ULO burn‑down plan; collect data, resolve issues, and complete tasks for the Tri‑Annual Review Certification; and conduct research required to evaluate a funding overrun or upward adjustment request. Provide program information, conduct analyses, prepare and present program briefings, document program decisions, communicate effectively with all levels of organizational management, and participate in other program actions as required. Minimum Requirements Must possess an MS/MA or higher in business administration, management, accounting, finance, or economics, or an MBA. In lieu of a graduate degree, a BS/BA and fifteen (15) years of relevant experience with the DoD, another government agency, or a DoD contractor is required. Must possess ten (10) years of relevant work experience with the DoD, another government agency, or a DoD contractor.
