• This role sits within Group Public & Regulatory Affairs (GPRA), which includes Government Affairs, Regulatory Affairs, and Strategic Policy Insights (SPI). The role sits in SPI and is responsible for delivering strategic, forward-looking policy insight across the United States and the Americas, with a focus on multilateral and supranational policy developments and engagement aligned to the Group's strategy, footprint and purpose.
Key Responsibilities
Strategy
• Shape and deliver policy engagement in Washington DC, the US and the Americas supporting the Bank's broader policy priorities, global campaigns, and trade corridors.
• Contribute to the Bank's global approach to multilateral and supranational policy engagement, including via priority international platforms and institutions. Engage with multilateral, supranational and policy institutions in Washington, DC and beyond. Represent the Bank in external forums and policy discussions, positioning Standard Chartered as a constructive and credible participant.
• Deliver policy positions, thought leadership and advocacy approaches aligned to Group objectives and external engagement priorities. Partner closely with Government Affairs and Regulatory Affairs teams in the US and across the Americas to align insight, positioning and engagement.
• Strengthen external engagement (meetings, panels, events) on policy and advocacy topics, including supporting senior management engagement with policymakers, regulators and official-sector stakeholders. Draft and deploy briefing materials, talking points and key messages.
• Support regional stakeholder planning, including inbound and outbound senior engagement involving the US, and global and regional initiatives on trade, market access and new business opportunities where policy engagement can add value.
Business
• Create and provide actionable, decision-oriented and scenario-based policy insight on US and Americas political, public policy and regulatory developments. Identify strategic implications, emerging risks and opportunities to support informed decision making across the Bank, in support of business and functional stakeholders.
• Support regional and global leadership with policy-relevant perspectives, briefings and talking points, ensuring consistency with broader external narratives.
• Help stakeholders understand and engage on global policy themes relevant to the Bank and contribute regional insight to broader analysis and engagement plans.
• Work with in-country colleagues to monitor policy issues, develop aligned messaging where appropriate, and support effective execution of GPRA priorities.
• Support engagement planning across the region, including priority travel and bilateral opportunities.
Processes
• Collaborate across GPRA to support consistent planning, coordination and continuous improvement.
• Contribute to GPRA engagement in major global platforms and intergovernmental convenings.
• Support development of policy products and outputs aligned to priority forums and global policy debates.
• Act as a key link between US and Americas policy developments and broader SPI priorities.
People & Talent
• Work in partnership with Regulatory Affairs and Government Affairs colleagues across GPRA on insight, content and delivery.
• Build effective partnerships within Strategy & Talent and across key partner functions.
• Promote collaboration and high standards of conduct, embedding the Group Code of Conduct and Here for Good across day-to-day work.
Risk Management
• Ensure timely identification, analysis and dissemination of emerging public policy risks, and support appropriate internal and external engagement in response.
• Work with GPRA and senior stakeholders to identify horizon risks that may materially affect the Bank.
Governance
• Support the development and operation of relevant Bank forums run by GPRA and SPI, as required.
• Present to formal Bank governance forums and management meetings, as needed.
Regulatory & Business Conduct
• Display exemplary conduct and live by the Group's Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

• The role will engage across multiple external stakeholders relevant to policy and regulatory priorities, representing the Bank and driving outcomes.
• The role and broader team is working to deliver a systematised model of engagement overseen by senior management.

• Experience in the government, policy and/or regulatory system for banks is critical. It is ideal if the candidate has engaged with international platforms, multilateral forums, think tanks and trade associations.
