This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai'i.

This position is located in the Department of Agriculture & Biosecurity, Agricultural Resource Management Division. The function of this organizational unit is to administer the development and management of the Agricultural Parks, Non-Agricultural Park Lands, and Agricultural Enterprise Programs; prepare disposition of public lands set aside for these programs; manage leases and permits issued for these programs and develop and maintain a long-range agricultural lands planning program. The Real Property Appraiser V supervises a staff of real property appraisers or independently performs the real property appraisal activities of an organizational unit and may select fee appraisers; reviews and analyzes appraisal reports; and performs other duties as required. The position independently performs real property appraisal activities for the division, and if needed the department. Appraisals are necessary to set up rental minimums for vacant land awards, rental reopening for existing leases, month to month revocable permits, term as well as permanent utility easements, etc. This position is required to provide the appropriate valuations in very difficult situations such as property size extremes, complex situations (multiple zoning, districts, uses, etc.), lack of comparable data, and/or multiple valuation methods for the same parcel. If necessary, this position may also recommend third party appraisers, review and analyze their appraisal reports.

During the course of executing site inspections, employee may be required to traverse uneven ground, hike in undeveloped areas which may require the incumbent to clear a pathway in order to access the property, and work in inclement weather conditions, which could involve muddy, cold, and wet environments. This position may be required to work overtime which may include weekends and holidays. This position may require overnight travel to inspect properties, attend training conferences, etc. Pursuant to Hawaii Revised Statutes Chapter 127A-8, all state and county officials, officers, and employees are considered "emergency workers" and shall perform functions as determined by their respective state or county department director during emergencies or disasters.

To qualify, you must meet all of the following requirements: Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education/Experience Requirements: Graduation from an accredited four (4) year college or university with a bachelor's degree. Specialized Experience Requirement: Applicants must possess three and one-half (3-1/2) years of progressively responsible experience in the appraisal of real property. Such experience must have provided a knowledge of and application of the principles, theories, methods and techniques of real property appraising and must also have demonstrated ability to deal satisfactorily with associates and the public. The required knowledge and abilities may have been acquired through such experience as: Appraisal of real property, including the estimation of property values based on consideration of all factors that influence or affect the value of property, such as location and environment of the property, the analysis of the highest and best uses for which the property is suitable or capable of being adapted, age, physical or functional condition of improvements, potential for future development, availability of adequate utilities, probability of community growth or decline, and resultant value increase or decreases because of changing economic trends and conditions. Appraisal of residential or business real property and preparation of construction cost estimates for the purpose of mortgage lending, liquidation, acquisition, disposal, loans, or as a basis for settlement, etc. Appraisal of unimproved suburban land. Farm properties, grazing or timber lands, mineral lands, mining claims, etc. Appraisal of commercial or industrial properties and multiple residential, hotel, or office buildings. Appraisal of the value of flood rights, clearance easements for passage of aircraft, transportation and other rights-of-way, leaseholds and other special rights. Appraisal of real property for tax purposes. Research in valuation analysis involving the development of classification and valuation standards and procedures for the appraisal of real property. Teaching appraisal practices on a collegiate or university level. For levels III and above at least one year of experience must have been experience comparable to that of the next lower level. Supervisory Aptitude: Applicants must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential License Requirement: Applicants must possess a valid State of Hawaii certification as a Certified General Appraiser (CGA).
