Facilities Technician
Performs skilled and semi-skilled maintenance, repair, installation, and preventive maintenance work on City buildings, facilities, structures, equipment, and related systems. Performs work in a variety of building trades, including heating, ventilation and air conditioning (HVAC), refrigeration, electrical systems, plumbing, appliances, carpentry, drywall, painting, doors and hardware, and other facility maintenance activities. Inspects, troubleshoots, repairs, and maintains building systems and equipment and assists with contracted maintenance and repair services. Performs assigned work in accordance with applicable codes, regulations, manufacturer requirements, and safety standards.
- Performs preventive maintenance, inspections, and repairs on City buildings, facilities, and related structures, including roof inspections and maintenance, roof drain cleaning, minor drywall repairs, painting, and general facility inspections.
- Performs preventive maintenance on City HVAC systems, including belt inspections and replacement, lubrication of bearings and shafts, heat exchanger inspections, condensate drain line maintenance, and HVAC coil cleaning.
- Diagnoses and repairs plumbing systems, including unclogging drains, replacing toilets and flush components, and repairing faucets, valves, and related fixtures.
- Maintains and repairs electrical systems by replacing light bulbs, switches, receptacles, ballasts, and fixtures and performing minor electrical repairs or component replacements as assigned.
- Troubleshoots and repairs HVAC equipment, including blower motors, relays, thermostats, compressors, and other related components.
- Repairs and maintains doors, hinges, locks, garage doors, openers, and related operating mechanisms.
- Assists with the coordination and oversight of contracted maintenance and repair services for building systems and facilities as assigned.
- Assists with the installation, maintenance, repair, and replacement of facility systems and equipment, including HVAC ductwork, dampers, electrical components, plumbing systems, appliances, and other building components.
- Maintains accurate records and documents work performed, inspections, repairs, preventive maintenance activities, materials used, and other facility maintenance activities as required.
- Responds to service requests and emergency maintenance situations as assigned and takes appropriate action to address facility maintenance needs and minimize disruptions to City operations.
- Uses and maintains hand tools, power tools, diagnostic equipment, ladders, lifts, and other equipment necessary to perform assigned maintenance and repair activities in a safe and effective manner.
- Performs work in accordance with applicable codes, regulations, manufacturer requirements, City policies, procedures, and established safety standards.
- Adheres to the City's Code of Ideals and The Hurst Way. Promotes positive employee relations and contributes to a professional, respectful, and collaborative work environment.
- Performs all other related duties and special projects as assigned.
- Regular and timely attendance are required for this position.

- Maintains accurate records and documentation of work performed, inspections, repairs, preventive maintenance, and other facility maintenance activities.
- Organizes and prioritizes assigned work, adapts to changing priorities and work assignments, and completes assignments in a timely and efficient manner.
- Works independently with minimal supervision and exercises sound judgment in performing assigned duties and addressing routine maintenance issues.
- Operates and maintains proficiency with hand and power tools, including drills, electric saws, drywall tools, and painting tools. Ability to learn and safely utilize volt/ohm meters, refrigerant recovery machines, HVAC diagnostic equipment, and other specialized maintenance tools.
- Reads, interprets, and applies information from electrical schematics, blueprints, repair manuals, technical specifications, equipment installation instructions, and other technical documentation.
- Performs or learns basic fabrication and repair techniques, including soldering electrical wiring and copper pipe fittings and installing PVC piping systems.
- Assists with the installation, maintenance, and repair of HVAC ductwork, dampers, electrical components, plumbing systems, and other building systems and components.
- Safely climbs ladders and performs work at heights, including work at elevations exceeding six feet.
- Safely operates a one-person platform lift and other equipment required to perform assigned duties.
- Understands, follows, and complies with City policies, procedures, applicable regulations, and established safety standards.
- Performs assigned duties in various weather conditions and environmental settings associated with facility maintenance operations.
- Demonstrates the ability to learn new equipment, systems, technologies, and maintenance methods as required to perform assigned duties.
Position Title - Requirements
Facilities Technician I - High school diploma or GED equivalent required. Previous experience in general construction, drywall installation and repair, framing, electrical work, plumbing, and HVAC systems or other building maintenance is preferred. Previous experience performing maintenance and repairs on mechanical systems is preferred. Must obtain U.S. Environmental Protection Agency (EPA) Type I and Type II Refrigerant Certification within six (6) months of employment. Must possess a valid Texas driver's license and maintain an acceptable driving record in accordance with City policy. Must maintain regular and punctual attendance, have reliable transportation, and possess the flexibility to work overtime, evenings, weekends, and respond to emergency situations outside of normal work hours as required. Must successfully pass a pre-employment drug screening and physical essential job function screening. Must successfully pass a criminal background check and credit check. Must successfully pass a CJIS-compliant national fingerprint-based criminal history record check and meet all applicable Criminal Justice Information Services (CJIS) eligibility and personnel security requirements. Due to Criminal Justice Information Security (CJIS) requirements, the candidate must never have been convicted, put on court-ordered community supervision, or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order. Class A Misdemeanor Conviction, Deferred Adjudication, or Felony Conviction are permanent disqualifiers.
Facilities Technician II - High school diploma or GED equivalent required. Associate degree or completion of a two-year program from an accredited trade, vocational, or technical school is preferred. Must have a minimum of two (2) years of experience in general construction, drywall installation and repair, framing, electrical work, plumbing, HVAC, or other building maintenance trades. Must have a minimum of two (2) years of progressively responsible experience in the maintenance, repair, and troubleshooting of mechanical systems. Must have U.S. Environmental Protection Agency (EPA) Type I and Type II Refrigerant Certification. Must have successfully completed a certified HVAC Technician training program. Must have successfully completed a Certified Appliance Technician training program or equivalent training in the maintenance and repair of commercial appliances. Must have successfully completed a Basic Electricity course or equivalent training. Must possess a valid Texas driver's license and maintain an acceptable driving record in accordance with City policy. Must maintain regular and punctual attendance, have reliable transportation, and possess the flexibility to work overtime, evenings, weekends, and respond to emergency situations outside of normal work hours as required. Must successfully pass a pre-employment drug screening and physical essential job function screening. Must successfully pass a criminal background check and credit check. The employee may occasionally be required to sit and work in environments involving exposure to various odors. The employee must regularly lift, carry, push, pull, and move materials, tools, and equipment weighing up to 50 pounds and may occasionally be required to lift or move heavier items with assistance or the use of appropriate equipment.
