Contract Manager, Project Controls (Hybrid Schedule)

Position Overview Contract Manager, Project Controls – Westwood, MA, responsible for the full lifecycle of Transmission and Engineering contracts that support the Capital Portfolio. The role collaborates closely with Engineering, Project Management, Procurement, Legal, and other corporate groups to ensure compliance with legal, regulatory, and corporate requirements. Key Responsibilities Develop, negotiate, and manage service and complex material contracts, including Master Service Agreements for Constructor and Engineer of Choice packages. Own contracts from inception to closeout, reviewing rates, schedules, terms, change orders, invoices, and supporting a robust scope control process. Partner with Procurement to manage competitive bid processes, rebidding activities, and vendor selection, ensuring a fair, equitable, and compliant outcome. Analyze contract terms to identify risks, propose mitigation strategies, and maintain vendor performance, pursuing back charges, warranty claims, and audits to reduce billing errors. Participate in negotiations, bid evaluations, and pre‑ and post‑bid meetings to support timely and accurate RFP awards. Maintain accurate contract data in eBuilder, Maximo, and other contract management systems. Resolve design conflicts, coordinate with Engineering and Drafting resources, and lead weekly regional drawing conflict meetings. Prepare and facilitate Direct Award proposal packages and Committee meetings for EOC and COC, documenting minutes and tracking approvals. Manage PSS/EOC staff worker suites via SAP Fieldglass, including facilitation of contracts, training, requisitions, and expense reviews. Coordinate with CIP Contract Management for compliance and worker tenure tracking. Advise project teams on contract strategy, risk and claims management, and procurement questions. Advance process improvement initiatives and support business improvement reporting using Power BI and other analytics tools. Ensure compliance with contractor sub‑contracting requirements and regulatory reporting. Conduct periodic audits of contractor invoices and maintain an organized retention database. Technical Knowledge, Skills & Experience Proficiency in end‑to‑end contract management of medium complexity, including legal terms, risk mitigation, dispute resolution, and change order negotiation. Strong understanding of competitive bid processes (RFIs, RFPs, vendor selection criteria) and sourcing strategies. Experience with contract management systems such as Maximo, Ariba, Microsoft Office, Outlook, PowerBI, and eBuilder. Ability to evaluate vendor capabilities, performance, and contractual compliance. Proficiency with data analytics dashboards, PowerBI, and data visualization for reporting on engineering and construction services. History of managing multiple projects, prioritizing tasks, and meeting tight deadlines. Education & Certifications Bachelor’s Degree in Business Administration or equivalent experience required; MBA or Master’s degree strongly preferred. Minimum 3‑5 years of contract management experience. Valid motor vehicle operator’s license. PMP or equivalent Project Management certification highly desirable. Working Conditions & Travel Must be available for emergency restoration assignments and travel between MA/CT/NH as required.
