Customer Service Assistant (Administrative Specialist II - Represented) - Waste Management

Position Description

Anne Arundel County Government is looking to fill a Full-Time, Permanent, Represented Customer Service Assistant (Administrative Specialist II - Represented) - Waste Management position in the Customer Service Section of Waste Management Services within the Department of Public Works. This is diverse administrative support work involving varied general administrative support duties for an assigned department or program area. Work requires daily interaction with County employees at all levels and the public to receive and provide information and to respond to inquiries.

An employee in this class performs a variety of standard and moderately difficult administrative and clerical support duties for an assigned office or program area. The supervisor provides general guidance for new or unusual assignments; recurring assignments are performed independently. The employee follows established procedures and policies containing laws, regulations, and instructions to successfully accomplish work to completion. New assignments and changes in policies and procedures are received in a general outline. Employees perform work using a variety of software applications, technology, data processing, and standard office equipment to produce, edit or process data, forms, documents, and correspondence in a variety of formats. Work products affect the accuracy and reliability of further processes and services. The work involves meeting deadlines and processing time-sensitive documents. Work performance is reviewed and evaluated by a supervisor. The work is sedentary in nature and performed in an office environment. This class of work is differentiated from the next lower level in the series by the detail, variety, and complexity of the work, independent judgment, and initiative when completing assignments.

Examples of Duties and Knowledge, Skills and Abilities

Prepares and edits correspondence, various reports, data tables, contracts, Request for Proposals (RFPs), regulations, purchase orders, invoices, and other office documents utilizing a variety of applicable software applications. Maintains, enters, and updates information in data management systems to initiate corrective action and to ensure data integrity in current records. Maintains and updates document control procedures and processes. Collects data from existing records and prepares budget documents, data tables, financial projections, and income and expenditure reports. Gathers fiscal, budgetary, and personnel data in order to prepare operational and activity reports. Receives visitors, answers telephones, and provides information about programs and activities to the general public and other county employees, making referrals as appropriate. Conveys complex and important instructions and messages. Appropriately redirects complaints and enters complaint information into a case management database. Receives, distributes, routes, and processes invoices/bills, records cash and/or checks, issues receipts, requisitions, payment requests, applications, claims, orders, various forms and documents, and bids for processing. Processes electronic payments. Maintains and organizes records and files. Maintains an adequate supply of office materials and supplies. Arranges appointments and meeting schedules; makes travel arrangements and assists in planning office functions. Researches, composes, and/or edits correspondence in accordance with established policies and procedures, utilizes current software applications to prepare and distribute reports, and prepares complex worksheets and tables. Prepares meeting and conference agendas and materials, attends meetings and conferences to record minutes and compose drafts of proceedings. Maintains files of proposed county and state legislation; attends legislative committee meetings as required. Performs related duties as required.

Knowledge, Skills, and Abilities Considerable knowledge of departmental rules, regulations, procedures, and functions. Considerable knowledge of modern office practices, procedures, systems, and standard office equipment. Considerable knowledge of grammar, spelling, and basic mathematical skills. Considerable knowledge of general County government and department operations. Ability to establish and maintain effective working relationships with other employees and the public. Ability to draft standard administrative communication and prepare and edit correspondence. Ability to meet time-sensitive deadlines. Ability to operate current software applications and databases.

Minimum Qualifications

Education: Graduation from high school. Experience: Two (2) or more years of experience in administrative support work. NOTE: Longevity pay is available based on years of service.

Supplemental Qualifications

Preference will be given to applicants who possess the following: 1. Strong customer service skills. 2. Proficiency in the use of the Microsoft Office Suite applications (PowerPoint, Excel, Word) or Google (Sheets, Slides, Docs) applications. 3. Experience screening customer calls and greeting walk-in customers. 4. Experience in Waste Management such as curbside collection with recycling, trash, or yard waste.
