ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE CONSTRUCTION PROJECT MANAGER CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY. The New York City Department of Health and Mental Hygiene (DOHMH), a recognized leader and innovator in public health and mental hygiene services, seeks a dynamic and experienced Construction Project Manager, Level 1, to serve as the Agency's Energy Project Manager within the Bureau of Facilities Planning & Administrative Services – Office of Facilities Planning and Space Management. Working closely with the agency energy team, agency architectural and MEP team, and in close partnership with the NYC Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM), the Energy Project Manager will primarily be charged with developing and managing the implementation of energy efficiency and/or clean‑energy projects in City‑owned buildings. Job Duties and Responsibilities Support the design and development of energy efficiency and/or clean‑energy projects: collaborate with DCAS Energy Management (DEM) to identify potential opportunities at City facilities, assess the current state, provide risk analysis, develop recommendations for building optimization, and prepare project funding proposals and supporting documents that calculate estimated energy savings, cost savings, emissions reductions, and other expected benefits. Lead day‑to‑day energy efficiency and/or clean‑energy project implementation; liaise with agency partners, consultants, and contractors during implementation; perform site visits throughout the project to monitor progress, evaluate completed milestones, inspect completed work for project close‑outs, refine proposed scopes of work, and ensure compliance with contract and specification documents. Maintain project‑related documentation, including work orders, scopes of work, cost proposals, invoices, project status sheets, and progress reports. Assess and address potential risks and resolve technical project issues (e.g., materials supply and staff shortages, cost overages) as necessary. Manage energy project tracking, performance management, and reporting: coordinate and ensure a uniform approach to project tracking and documentation; perform data collection and tracking necessary to ensure accurate project reporting on schedules, budgets, scopes, and verified energy savings and emissions reductions; lead and/or support reporting of project progress and milestones to the agency energy team, agency leadership, and other City stakeholders. Benefits Premium‑free health insurance plan that saves employees over $10,000 annually, per a 2024 assessment. Additional health, fitness, and financial benefits may be available based on the position's associated union/benefit fund. A public‑sector defined‑benefit pension plan with steady monthly payments in retirement. A tax‑deferred savings program. A robust Worksite Wellness Program that offers resources and opportunities to keep employees healthy while serving New Yorkers. Work‑From‑Home Policy: depending on the position, employees may work up to two days per week from home.
