Job Overview Administrative Specialist 1 – Environmental Health Team, Clackamas County Public Health Division. Full‑time, in‑person, customer‑facing role based in Clackamas County, Oregon. Close Date This position closes at 11:59 p.m. (Pacific Time) on Sunday, July 12, 2026. Compensation Hourly Pay Range: $28.23 – $35.66. Bilingual Spanish/English skills required. An additional 5% of base compensation is added to pay. Job Details and Qualifications Clackamas County Public Health seeks an Administrative Specialist 1 to support the Environmental Health team. The role is the first point of contact for customers, businesses, contractors, and community partners, providing a welcoming and professional experience. Responsibilities include processing permits, maintaining public‑facing compliance records, and supporting administrative projects. Responsibilities Serve as the primary front office reception and administrative support, welcoming visitors, answering multi‑line phones, responding to email inquiries, processing payments, and administering Food Handler testing. Coordinate licensing, permitting, records management, and program operations for environmental health permits and licenses. Maintain and manage electronic databases (CloudSuite) and ensure accurate data entry, records retention, and compliance with County and state requirements. Serve as the primary point of contact for customers, business owners, contractors, and community partners by answering questions regarding licensing requirements, fees, and departmental processes. Receive, triage, document, and route public complaints to the appropriate Environmental Health Specialist. Assist with vital records services: processing and issuing certified birth and death certificates, verifying eligibility, and responding to inquiries. Provide administrative support to other Public Health programs as priorities require. Required Minimum Qualifications / Transferable Skills Minimum of one (1) year experience in administrative or operational support, including data entry, record management, and process coordination. At least one (1) year of experience providing customer service in a fast‑paced environment, both in person and by phone. Experience coordinating projects, meetings, events, or other administrative activities from planning through completion. Professional fluency in both English and Spanish (speaking, reading, and writing). Must successfully pass the division's bilingual proficiency evaluation. Proficiency with Microsoft Office applications (Outlook, Word, Excel, Teams, and other Microsoft 365 tools) and general office technology. Preferred Special Qualifications / Transferable Skills Experience handling cash and processing financial transactions accurately. Training or experience in de‑escalation, conflict resolution, or responding to challenging customer interactions. Experience using complex databases or government systems, with the ability to identify discrepancies, troubleshoot issues, and recommend solutions. Experience responding to public inquiries, concerns, or complaints with professionalism and excellent customer service. Experience interpreting and applying policies, procedures, laws, regulations, or other technical guidance in a customer service or administrative setting. Pre‑Employment Requirements Must pass a post‑offer, pre‑employment drug test. Must pass a criminal history check, which may include national or state fingerprint records check. Typical Tasks Tasks are grouped under the following categories: Environmental Health Program Administration, Customer Service and Reception, Vital Records, and Cross‑Program Support. Adaptability – Adjusts effectively to changing priorities and program needs. Work Schedule Included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours will be discussed with the selected candidate.
