Benefits Functional Specialist

Position Summary Rutgers, The State University of New Jersey is seeking a Benefits Functional Specialist for the Benefits department within University Human Resources. This role supports data validation, cleanup, and system updates related to the organization’s HCM Cloud conversion, as well as operational support for employee general enrollment activities. The position ensures employees are enrolled in mandatory pension plans within state‑required timeframes and processes voluntary savings enrollments, loans, and withdrawals. Key Responsibilities Process and certify enrollment applications for mandatory pension and voluntary savings plans. Review eligibility guidelines and coverage provisions established by the New Jersey Division of Pensions and Benefits (NJDPB). Assist employees with completion of required forms and verify the eligibility and accuracy of submitted documentation. Enter pension enrollment data into EPIC, the official system of record for the NJDPB. Calculate and process retroactive contributions and refunds in the university payroll system, including performing manual calculations as needed. Participate in audits and related activities for all pension and savings plan enrollments in PeopleSoft and Oracle HCM Cloud. Perform end‑to‑end data validation and comparisons between two HCM databases. Ensure data alignment and make updates as needed. Review discrepancies based on established business rules and take corrective action as necessary. Report findings with clear descriptions of error messages and required updates. Take corrective enrollment and adjustment actions as needed. Qualifications Minimum Education and Experience Bachelor’s degree in a related field from an accredited college or university and/or an equivalent combination of education and experience in benefits enrollments or a related area. Required Knowledge, Skills, and Abilities Knowledge of benefits enrollment and related processes, policies, and practices. Ability to accurately prepare detailed, technical, and confidential benefits and payroll deduction transactions. Ability to make accurate arithmetic calculations. Demonstrated proficiency in Microsoft Office, including Excel, Word, and PowerPoint. Understanding of HR terminology, concepts, policies, and procedures. Excellent oral, written, and interpersonal communication skills. Ability to handle and maintain confidential information. Positive, team‑oriented approach to service delivery. Ability to meet deadlines in a fast‑paced, high‑volume environment. Preferred Qualifications Experience in the administration of the Alternate Benefit Plan and the Public Employees’ Retirement System under the NJDPB. Knowledge of case management and tracking software, specifically Service Now. Salary and Benefits Salary: $50,435 (comparable to other positions in the department. Final offer may vary based on qualifications and departmental funding).
