Foreman

Overview The Foreman will lead a dedicated team of workers who are engaged in operating heavy machinery and performing maintenance and repair work on county roadways, as well as on other essential environmental initiatives and infrastructure projects as assigned. This position encompasses leading and participating in various tasks including, but not limited to, litter pick‑ups, maintaining recycling centers, tending to gardens and orchids, planting trees, setting up and breaking down equipment for recycling and environmental events, and conducting environmental education speaking engagements. The role involves ensuring that all activities are carried out efficiently, safely, and in accordance with environmental regulations and best practices. Responsibilities Coordinate daily work activities; organize and prioritize project tasks; make work assignments and evaluate work; monitor the status of work; troubleshoot problem situations; and perform the duties of supervisor in the absence of the same. Monitor work environment and use of safety equipment to ensure safety of employees and other individuals; initiate actions necessary to correct deviations; coordinate setup of work safety zones to maintain safety and traffic control at work sites, including flagging of traffic and setup of safety cones, barricades, and road/warning signs; monitor traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; and report any incidents, accidents, problems, or unusual situations. Lead and participate in tasks involving street, roadway, and drainage projects; install street signs and stop signs; install reflective markers in streets; and remove debris from sites of vehicle accidents. Lead and participate in tasks involving grounds maintenance or roadside maintenance projects; mow grass; edge buildings, roadways, landscaped areas, driveways, and sidewalks; plant and maintain trees, shrubs, and flowers; cut down trees; prune tree limbs, hedges, and shrubs; pick up and dispose of tree limbs, brush, and other materials from grounds or right-of-way areas; spread pine straw, mulch, sand, gravel, or other grounds materials; lay sod or spread grass seed; apply fertilizer, pesticide, and herbicide; apply salt/sand during icy weather; rake ground materials; blow leaves/debris from walkways or grounds; pick up and dispose of debris/litter from ground areas; empty trash containers; dig holes/trenches; and shovel materials. Lead and participate in tasks involving building maintenance projects; clean buildings, restrooms, or other facilities; mop, sweep, strip, wax, and buff floor surfaces; troubleshoot plumbing problems and clear stopped drains; troubleshoot basic electrical problems; replace batteries, light bulbs, and ballasts; paint interior/exterior surfaces and equipment; repair roofing; install tile flooring; perform concrete and asphalt work; and pressure wash building surfaces and concrete areas. Lead and participate in the installation and maintenance of signs and road markings; set up work zone to protect installers from traffic; check for legibility and reflectiveness; clean and/or repair signs. Lead and participate in work for special events; place and/or change seasonal flags/banners, holiday decorations and event banners; design and fabricate custom signs for internal and external customers; paint designated areas in parking lots and recreation areas; determine street closures and placement of traffic control devices and warning signs; and set up and maintain street closure and detours. Operate a variety of machinery, equipment, and tools associated with department projects, which may include a service truck, dump truck, backhoe, mini‑excavator, bobcat, salt spreader, brush truck, leaf truck, asphalt packer, bucket truck, mosquito truck, street sweeper, sewer flush truck, camera machine, smoker, pump, probing rod, locator, tractor, trailer, tamper, tapping machine, lawn mower, riding mower, edger, weed eater, chipper/mulcher, leaf blower, sod cutter, spreader, tiller, trencher, dragging equipment, chalk liner, paint machine, chain saw, power saw, hand saw, concrete saw, air compressor, pickaxe, sledgehammer, rake, post hole digger, shovel, hand tools, measuring instruments, or two‑way radio. Perform general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition, including inspecting equipment, checking/replacing fluids, refueling vehicles, performing minor equipment repairs, greasing equipment, sharpening blades, replacing parts, washing/cleaning equipment, or cleaning shop or work areas; monitor equipment operations to maintain efficiency and safety; and report faulty equipment. Gather equipment, tools, parts, and supplies needed to conduct work activities; ensure availability of adequate parts and materials; and initiate requests for new or replacement materials as required. Prepare or complete various forms, reports, correspondence, checklists, work orders, service tickets, notices, meter readings, vehicle/equipment maintenance records, or other documents. Communicate with supervisor, other departments, employees, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Receive, prepare or complete various forms and documentation, including work orders, time cards, maintenance reports, diagrams, maps, manuals, reference materials, and other documents; and review, complete, process, forward or retain as appropriate. Perform other related duties as assigned. Minimum Qualifications High school diploma or GED preferred; three years of experience in the construction, repair, and/or maintenance of public infrastructure or a related field. Preferred Qualifications Possession of a valid (CDL) Commercial Driver's License preferred. Possession of a valid certification in Flagging, Trenching and Erosion/Sediment Control. Must possess and maintain a valid Driver's License. Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, animal/wildlife attacks, or animal bites.
