Capital Budget Analyst (Budget & Management Analyst I/II/III)

Position Summary This position is a full‑time, permanent Capital Budget Analyst in the Budget Office of Anne Arundel County Government. The analyst will develop and analyze capital budgets, support the production of the Capital Budget and Program, and serve on capital budget related committees. The role involves reviewing and presenting capital budget requests, coordinating with departments and stakeholders, and ensuring data integrity of the budget preparation system. Duties and Responsibilities Analyze capital budget data to facilitate review and decision making at the highest organizational levels. Support production of the Capital Budget and Program in accordance with County Charter provisions. Summarize capital budget requests and present recommendations to senior officials and committees. Review and analyze complex departmental capital budget requests and supplemental materials. Maintain and support the capital budget preparation system, coordinate with IT, Public Works, and Board of Education. Monitor capital budgets through communication with department representatives, purchasing, and finance staff. Provide staff support to the Senior Capital Budget Analyst, coordinating regular and ad‑hoc presentations. Assist departmental representatives with complex issues, give financial guidance in daily management. Review requests, initiate introduction, and present capital project amendments to the Planning Advisory Board and County Council. Maintain extensive contacts with department officials, central data processing, other county staff, and specialists. Perform related work as required. Knowledge, Skills, and Abilities Thorough knowledge of principles and practices of business and public organization and management. Considerable knowledge of public finance administration. Ability to analyze complex departmental budget requirements, programs, policies, procedures, and operations. Ability to establish and maintain effective working relationships with county officials, employees, and the public. Ability to organize and effectively present oral and written reports of findings and recommendations. Minimum Qualifications Budget & Management Analyst I – Salary $64,191 – $124,695. Requirements: graduation from an accredited four‑year college or university in public/business administration, finance, or accounting; two or more years of experience in public management or finance administration. Budget & Management Analyst II – Salary $74,445 – $144,607. Requirements: graduation from an accredited four‑year college or university with graduate study in business or public management; two or more years of technical experience in public management or finance administration. Budget & Management Analyst III – Salary $86,336 – $167,706. Requirements: graduate degree in public or business administration; broad and diversified experience in public management and financial administration, including at least one year of supervisory experience, or one year of related experience. Position requires a thorough background check. Applicants with foreign degrees must provide documentation of accreditation and educational equivalency. Supplemental Qualifications and Preferences Capital budget development and analysis experience. Proficient in Microsoft Excel and Microsoft Access applications. Strong problem‑solving, technical, financial, and analytical skills. Effective communication and teamwork skills. High degree of accuracy and attention to detail. Excellent customer service skills and a proven ability to develop and sustain productive relationships.
