Comptroller -Appropriation Control Officer Team Lead (Financial Analyst IV)

We are seeking an experienced financial professional to serve in the Fiscal Management Division of the Comptroller’s Office. The role will involve monitoring governmental agency finances, ensuring compliance with the Texas General Appropriations Act, and providing technical assistance on the Uniform Statewide Accounting System (USAS). In this role you will: Monitor agency accounts across systems, interpret legislative provisions, and provide technical appropriation assistance. Distribute and balance workload among employees, estimate completion times, maintain records, and prepare production reports. Reconcile agency allocations with the GAA and original appropriations budgets in USAS, ensuring program structure conformity. Conduct research on accounting and legal topics. Qualification Minimum Qualifications Graduation from an accredited college or university with a bachelor’s degree. Ten years of experience in general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties. Experience with accounts, reconciliations, or revenues. Experience, knowledge, and understanding of USAS. Experience as a subject matter expert or trainer. Preferred Qualifications Graduation with a bachelor’s degree in Accounting, Finance, or Business. Experience with Texas governmental agencies, the Texas legislative process, and preparing fiscal notes or analyzing and costing legislation. Experience researching and analyzing state statutes and/or the GAA. Experience in at least two of the following areas: SIRS Reports, Comptroller Fiscal Policies and Procedures, Budget/Legislative Appropriation Request preparation, Federal Funds management, ABEST/USAS reconciliation. Substitutions One additional year of experience in general financial/accounting functions, financial reporting, budgeting, or audit duties may substitute for thirty semester hours of education (maximum 120 semester hours).
