Based in the Tampa Bay area and working alongside an experienced team serving Hillsborough, Pinellas, and surrounding counties, this role is central to LEMOINE's Florida program delivery and may support other Florida programs as our work expands across the state.What We Are Looking For in a LeaderThought LeadershipUnderstanding the Business: Apply your extensive knowledge of disaster recovery and resiliency programs to advance the organization's goals, ensuring that funds are effectively allocated to disaster relief, recovery, resiliency, infrastructure improvement, and home elevation projects.Making Complex Decisions: Leverage your experience to manage complexity, make sound decisions, and balance the needs of multiple stakeholders within these specialized initiatives.Results -Driven ApproachTaking Initiative: Demonstrate action-oriented behavior, secure and deploy resources effectively, and proactively address challenges related to these specialized programs.Managing Execution: Direct work, plan and align activities, and optimize work processes to meet commitments aligned with organizational goals.People ManagementBuilding Collaborative Relationships: Collaborate with diverse stakeholders involved in disaster recovery and resiliency efforts, fostering strong partnerships both within and outside the organization.Optimizing Diverse Talent: Utilize your expertise to attract top talent, develop team members, value differences, and build effective teams specifically tailored to these programs.Personal AttributesBeing Authentic: Exhibit courage, instill trust, and promote honesty, integrity, and authenticity in all aspects of recovery and resiliency leadership.Being Open: Demonstrate self-awareness, actively seek personal development, manage ambiguity, embrace nimble learning, exhibit resiliency, and practice situational adaptability.Job Responsibilities• Serve as LEMOINE's primary point of accountability for program performance in the Tampa Bay area, working closely with the client agency, LEMOINE executive leadership, and program partners at all levels.• Oversee the full program lifecycle from applicant intake through construction completion and federal file closeout, ensuring compliance with HUD CDBG-DR regulations, 2 CFR 200, and all applicable federal, state, and local requirements.• Manage the day-to-day client relationship, attending key program meetings, monitoring reviews, stakeholder presentations, and governing body sessions as required.• Direct program budget, production schedule, drawdown documentation, DRGR reporting, and all federal reporting obligations; maintain audit-ready file management standards at all times.• Coordinate all procurement activities, contract administration, and subcontractor management in compliance with Davis-Bacon Act, Section 3, and applicable federal procurement standards.• Build and support a multi-disciplinary program team including Deputy Program Manager, Construction Manager, case management staff, compliance personnel, and administrative support.• Identify and help mitigate program-level risks; develop corrective action plans and communicate findings to client and LEMOINE leadership.• Ensure all construction activities are properly scoped, estimated, inspected, and documented in compliance with CDBG-DR program requirements; review Xactimate-based cost estimates for accuracy and program eligibility.• Champion internal quality assurance and quality control across all program functional areas; maintain continuous readiness for HUD monitoring visits, desk reviews, and OIG audits.• Build strong working relationships with client agency staff, grantee leadership, state program offices, local government partners, and community stakeholders across Hillsborough, Pinellas, and Florida.• Support LEMOINE business development through delivery excellence and awareness of emerging program opportunities across Florida.• Adhere to and promote LEMOINE's LIFE Safe Work Practices across all program activities.• Willingness and ability to travel within the Tampa Bay area and across Florida as program needs require.Physical DemandsThe physical and mental demands of this position must be met by an employee to successfully perform the essential functions of this job. The employee must be able to occasionally lift and/or move up to 25 pounds.Required Qualifications• Bachelor's Degree from an accredited university in Public Administration, Construction Management, Engineering, or related field; or equivalent work experience.• 10+ years of professional experience managing federally funded disaster recovery programs, with a strong focus on HUD CDBG-DR housing and/or infrastructure programs.• Direct experience managing or overseeing residential or commercial construction activities within a CDBG-DR program context.• Working knowledge of Xactimate for cost estimate review and construction scope validation.• Expert knowledge of HUD CDBG-DR regulations, 2 CFR 200, Davis-Bacon Act, Section 3, NEPA environmental review, and DRGR reporting requirements.• Demonstrated experience managing client relationships with state or local government agencies in a federally funded program environment.• Strong skills in program budget management, financial reporting, and federal grant compliance documentation.• Excellent written and oral communication skills; ability to present complex program status to executive, elected, and regulatory audiences.• Demonstrates the ability to focus and operate effectively in a disruptive environment, prioritizing competing demands at a level consistent with executive management.• Willingness and ability to travel within the Tampa Bay area and across Florida as program needs require.Section 3This position is a Section 3 eligible job opportunity under the Housing and Urban Development Act of 1968.
