Job Description

Specific duties include:

• Supports the overall responsibility with the first line Supervisor, and Lead Program Analyst, for the efficient operation of the Policy Staff. This includes planning, influencing, reviewing, and developing internal policies and procedures and oversight of the technical work performed by employees developed guidance.
• Acts in the absence of the Chief and Lead.
• Develops strategies and recommendations implementations to assist senior officials in establishing and evaluating policy development, performance, and outcomes.
• Identifies and develops ways to resolve problems or issues which directly affect the accomplishment of principal program goals and objectives. Management decisions based on the incumbent's recommendations updates are highly visible because of the wide range of impact on Compensation Service operations.
• Identifies areas of disability claims research and analysis, original studies, and recommendations updates for changing policy and related guidance. Anticipates organizational needs based upon broad Agency policy. Works independently in organizing, planning, delegating, and carrying out analyses.
• Performs analyses of program data to report trends, anomalies, and other pertinent program information. Makes recommendations and determinations based on data reviews to improve program performance and service delivery to Veterans and other program stakeholders.
• Assists in the development and timely review of associated policies used Administration wide for the promulgation and adjudication of disability claims.
• Assists in the implementation, maintenance, and regular/recurring review of policies and procedures. Ensures guidance provided is clear, concise, and factual.
• Leads and supports data driven team projects, presents findings and recommendations involving the analysis of complex problems and enduring issues related to policy.
• Participates in meetings, task forces, working groups, and in a wide range of matters concerning internal procedures other than those requiring major management actions.
• Maintains and builds professional relationships with Veterans Health Administration (VHA) clinicians and health systems staff administrators for the purpose of information sharing.
• As an expert on short- and long-range planning, recommends and participates in developing strategies for implementing planning for policy initiatives. Participates in the development and documentation of short- and long-range planning efforts. Reviews short- and long-range plans, resource projections, priorities, justifications, etc.
• Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources. Prepares and contributes to reports and other presentations on program planning and evaluation.
• Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to short- and long-range planning. Identifies and proposes solutions to management problems which are of major importance to planning program direction.
• Performs other related duties as assigned.

Work Schedule: Full time, Monday through Friday 8:00 am - 4:30 pm.

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
