Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

The primary purpose of this position is: as an Air Force Reserve Technician (ART) Officer to serve as the Senior ART/ Commander of the Logistics Readiness Squadron. Functions as the senior technical advisor as well as the supervisor of logistics readiness operations including but not limited to: readiness; logistics planning; resource management; supply and transportation support; procedures and systems; etc. Provides training to reservists in the accomplishment of the tasks set forth herein.

DUTIES:

1. Serves as the focal point for squadron/wing logistics readiness support for contingencies, peacetime and deployment requirements. Develops new approaches related to logistics workforce readiness to better support logistics services, systems and products.
2. Provides technical advice and assistance to wing leadership on business processes and performance and efficiency of logistics readiness functions of the squadron/wing. Provide technical oversight for squadron plans, goals and standards for readiness and performance capabilities of the squadron.
3. As the squadron senior technical advisor on logistics readiness and AEF issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities.
4. Represents the wing regarding logistics readiness issues at meetings within the organization and at conferences with MAJCOM, HQ USAF, DoD, and other agencies.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.

This is an Air Reserve Technician (ART) Officer position located at 315 LOGISTICS READINES SQ with the military rank of LT COL, AFSC: 021R3.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 1601 Aircraft Maintenance Manager.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems. Examples of specialized experience includes planning, directing, organizing, and coordinating activities of the squadron. (To be creditable, specialized perceived must meet the above quality level requirements.)

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo movement, supply requirements, structure and processes, equipment and vehicles management, storage, deployment planning and operations, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron.
2. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
3. Skill in analyzing issues and formulating solutions to complex problems. Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
4. Ability to mentor, motivate, and appraise the staff of an organization.
5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning base readiness. Ability to communicate effectively, both orally and in writing.
6. Knowledge of safety and security regulations, practices, and procedures.

SUPERVISORY CONTROLS: Works under the general supervision of the Group Senior ART/Mission Support Group Commander. The employee independently accomplishes, plans, organizes, and directs the work of the squadron to achieve group/wing goals and objectives and ensure compliance with regulatory requirements. Work is reviewed in terms of overall mission support and attainment of organization goals. As recognized authority in the analysis and evaluation of programs and issues, the incumbent speaks for the squadron on issues and independently plans, schedules, and carries out programs, keeping the Group Commander informed of status.

• This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit Training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. AFRC command-wide geographic mobility is a condition of employment for all ART officer positions.
• Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQ AFRC.
• This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned.
• The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week .

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
