The primary purpose of this position is: to serve as AFPC's Program Management Specialist for Special Programs and Fundraising, providing centralized policy oversight, compliance management, program evaluation, strategic planning, and enterprise integration across multiple Department of the Air Force personnel support programs.

Duties

• Serves as Program Management Specialist for the Department of the Air Force Assistance Fund (AFAF), providing enterprise wide oversight, strategic planning, execution, accountability, and fiscal stewardship for the Department's official charitable fundraising campaign.
• Serves as the designated AFPC Office of Primary Responsibility (OPR) and functional program management specialist for assigned Special Programs and represents AFPC in Headquarters Air Force working groups, policy reviews, compliance assessments, and enterprise process improvement initiatives.
• Serves as the Department of the Air Force program management specialist and subject matter expert for fundraising policy, exercising responsibility for the interpretation, implementation, maintenance, and periodic revision of DAFI 36-3101 and related guidance governing fundraising activities across the Department.
• Provides strategic planning, resource management, and organizational integration support for fundraising and special programs.

• Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems. Examples of specialized experience includes (1) working with policy development, strategic planning, resource management, performance measurement, and organizational effectiveness sufficient to develop implementation guidance, evaluate program execution, identify systemic issues, and advise senior leaders on complex issues affecting Department-wide operations; (2) use in applying analytical and evaluative methods to assess program effectiveness, develop recommendations, and implement improvements across multiple functional areas; (3) working with financial management principles sufficient to oversee fundraising resources, ensure fiscal accountability, and maintain compliance with applicable laws, regulations, and policies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of program management principles, compliance methodologies, and organizational performance assessment techniques sufficient to evaluate and improve enterprise-wide personnel programs.
2. Knowledge of Federal laws, regulations, and policy frameworks governing fundraising, compliance, and personnel support programs.
3. Skill in analyzing complex operational issues, evaluating program effectiveness, and developing recommendations for senior leadership.
4. Skill in developing policy, implementation guidance, strategic plans, and decision-support products.
5. Ability to communicate effectively with senior leaders, external stakeholders, and cross-functional organizations to influence outcomes and resolve complex issues.
6. Ability to lead enterprise-level initiatives involving multiple organizations and competing stakeholder interests.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
