Our U.S. Subsidiary Our U.S. subsidiary is a full-service broker‑dealer registered in the United States, regulated by the U.S. Securities and Exchange Commission (SEC) and the Financial Industry Regulatory Authority (FINRA). Its business spans securities brokerage, investment banking, research, and sales & trading. Based in Dallas, the subsidiary has a multicultural team and, driven by growing cross‑border and Chinese‑speaking client business, is now seeking an HRBP with deep financial industry expertise and strong cross‑cultural collaboration skills to bring critical talent strength to our U.S. team. Position Overview As a strategic human resources partner to the business, you will take full ownership of talent acquisition, employee relations, compliance, and cultural integration for the Dallas office, with a primary focus on the broker‑dealer business lines. Leveraging your profound knowledge of the U.S. financial talent market and your established network, you will efficiently recruit bilingual (Chinese/English) professionals while ensuring that all HR practices fully comply with U.S. federal, Texas state, and financial regulatory requirements. In addition, you will act as a bridge across time zones and cultures, driving effective collaboration among global teams. Key Responsibilities 1. Strategic Recruitment and Talent Mapping Manage the full‑cycle recruitment of financial professionals in the U.S., with emphasis on roles such as licensed representatives (e.g., Series 7, 24, 63), traders, compliance officers, risk management, and investment banking professionals. Independently source and deliver candidates who possess Chinese language proficiency, fully utilizing Chinese community recruitment channels, industry networks, and internal referrals. Build and maintain a financial talent pool specifically for Texas, with a focus on the Dallas‑Fort Worth metropolitan area, and develop talent maps for key positions to provide forward‑looking reserves for business expansion. Maintain an in‑depth understanding of the U.S. financial industry’s talent distribution and compensation trends, providing market insights and recruitment strategy recommendations to management. 2. HR Compliance and Employee Relations Ensure the entire employee lifecycle—recruitment, onboarding, performance management, compensation, and separation—complies with U.S. federal labor laws (FLSA, FMLA, ADA, Title VII, etc.), Texas state regulations, and employment compliance requirements set by financial regulators such as FINRA (including background checks, registration, and license tracking). Manage employee relations by handling performance improvement, employee grievances, conflict resolution, and engagement initiatives, fostering an open, inclusive, and compliant team atmosphere. Draft and update HR policies, employee handbooks, and operational procedures in both Chinese and English, ensuring accurate and unambiguous communication. 3. Cross‑Border Collaboration and Business Partnership Serve as the HR business partner for the Dallas team, understand the broker‑dealer business logic, and work with business leaders to shape organizational structure and workforce planning. Work seamlessly with teams across U.S. time zones (East Coast/West Coast) and the Greater China region under a cross‑time‑zone operating model, supporting meetings and communication that may occur outside standard business hours (e.g., early morning or evening). Lead or participate in the local implementation of global HR projects in Dallas, such as performance management, talent reviews, succession planning, DEI (Diversity, Equity & Inclusion), and training & development programs. Foster cultural integration between China and the U.S., resolve potential friction in cross‑cultural communication, and enhance the local team’s global collaboration capabilities. 4. Data and Operations Regularly maintain employee data and analyze key metrics such as recruitment cycle time, turnover rates, and talent demographics to provide decision‑making support to management. Maintain close collaboration with external recruitment channels, law firms, compensation service providers, and other vendors to optimize HR service delivery efficiency. Qualifications Must‑Have Requirements: Industry Experience: 3‑5+ years of human resources experience in the financial services industry; direct Broker‑Dealer experience is mandatory. Backgrounds in investment banking or commercial banking may be considered on a case‑by‑case basis, provided there is a strong understanding of a broker‑dealer’s business model and licensed personnel management. Cross‑Border Experience: Prior experience working in a multinational financial institution, familiar with cross‑time‑zone and cross‑cultural HR management models, and able to adapt to a flexible workflow between U.S. and Asia‑Pacific teams. Bilingual Recruitment Capability: A proven track record of successfully recruiting native Chinese‑speaking candidates, familiarity with Chinese interview assessment methods and Chinese professional communities and recruitment channels, and the ability to drive the entire recruitment process using both Chinese and English as working languages. Talent Resources: Deep knowledge of the U.S. financial industry talent landscape, particularly an existing talent network and candidate reserves in Dallas and the Texas region, with the ability to rapidly deliver on hard‑to‑fill positions. Labor Law Compliance: Thorough knowledge of U.S. federal and Texas state labor laws and regulations, with the ability to independently handle employment compliance matters; familiarity with employment‑related requirements for FINRA‑registered personnel is preferred. Language: Native or near‑native proficiency in both Chinese and English, able to conduct business meetings, interviews, and negotiations fluently in both languages, as well as draft policies and reports in both Chinese and English. Legal Work Authorization: Must possess valid U.S. work authorization (e.g., U.S. citizen, permanent resident, or valid employment authorization that does not require employer sponsorship). The company does not provide any form of visa sponsorship or support for immigration status changes. Work Location: Must currently reside in the Dallas area or commit to relocating to Dallas prior to the start date and maintain long‑term, stable residence locally. Preferred Qualifications Professional HR certifications (e.g., SHRM‑CP/SCP, PHR/SPHR). Direct experience recruiting individuals holding FINRA licenses such as Series 7, 24, or 63. Involvement in HR preparation during a U.S. broker‑dealer license application or regulatory examination process. Proficiency with mainstream HRIS (e.g., Workday, ADP) and ATS platforms.
