JOB SUMMARY

This position accelerates the learning or acquisition of English for English language learners (ELLs) and the academic content of math, language arts, science, and social studies in order for LEP students to achieve passing classroom expectations, passing SOL scores, and meet graduation requirements. This position provides cross-cultural information about the American school system and being a student in an American school for LEP students. This position serves as a liaison between the LEP student and all his/her classroom teachers and their families and the school. This position implements all ESOL program procedures in order to be in compliance with legal responsibilities. Job Summary This position is responsible for accelerating English language acquisition and academic content learning in math, language arts, science, and social studies for multilingual learners. It ensures students have the academic English language to meet classroom expectations, achieve passing SOL scores, and fulfill graduation requirements. The role involves direct teaching responsibilities by providing instruction tailored to the needs of English learners (ELs). It also provides cross-cultural information about the U.S. school system and student expectations. Additionally, it serves as a liaison between ELs, their classroom teachers, families, and the school community. This position implements all English Learner Program procedures to comply with state and federal requirements. Essential Responsibilities - specific to this job Delivers rigorous and targeted instruction to English Learners (ELs) to accelerate their academic English and content-area knowledge aligned with Prince William County Schools’ content and ELD curriculum Provides Sheltered Instruction tailored to students designated English Language Proficiency levels, utilizing division-approved instructional delivery models that best support their learning needs Collaborates with school staff to co-plan, co-teach, and co-assess as scheduling requires Monitors progress, promotes, and advocates for ELs’ participation in all aspects of their academic schedule, school activities, and programs as appropriate Makes recommendations to general education staff about the types of instructional and assessment accommodations, adaptations, special resources, courses, classes, and classroom adjustments that are appropriate for each EL whether within the School Division or state by convening a Limited English Proficiency Review Committee and communicates those recommendations to parents Serves as the second language acquisition specialist to school staff by maintaining a high knowledge base of the latest research, laws, most effective practices, and issues in the field Serves as a liaison between ELs, their families, and the school, especially with respect to cultural and language differences, and provides cross-cultural information to all parties that foster positive relationships Provides professional learning to school staff as necessary and/or requested on the second language acquisition and acculturation processes, sheltered instruction, the latest research, and/or most effective practices in teaching English learners Collaborates with educators in programs such as Special Education, Gifted Education, and others to advocate for appropriate EL identification Participates in division-level professional learning required of all staff at a given grade level Participates in all required EL Program professional learning to remain knowledgeable, skilled, and current with all program procedures and requirements Collaborates in school meetings where EL representation is needed, such as school councils and multicultural committees Maintains ongoing communication and engagement with the families of ELs in comprehensible language while utilizing division-wide interpretation and translation resources as applicable Annually assesses all English Learners (ELs) K-12 as necessary with the Virginia Department of Education (VDOE)-approved English language proficiency assessment Implements all procedures of the EL Program as outlined in PWCS Regulation 600-4, posted guidance from the Student Opportunity and Multilingual Services Department, and in written communication such as notices and memos by the supervisors of EL instruction to be in compliance with the law and school division policies Maintains appropriate and required documentation on every EL in the Service Delivery Plan in the HUB student information system Other duties as assigned Qualifications for Successful Performance Knowledge, Skills, Abilities and Behaviors Knowledge of second language acquisition and acculturation processes Knowledge of research, legal requirements, program models, and methodological approaches specific to multilingual learners Knowledge of techniques for teaching English, reading, and content to multilingual learners Knowledge of approved assessments used for program placement and monitoring of student achievement Knowledge of administrative procedures in implementing a formal EL program that is in compliance with all laws regarding requirements for English Learners Native or near-native proficiency in all the skills of understanding, speaking, reading, and writing in English is required Bilingualism in the language most represented by the students is an asset, not a requirement, unless the program model is a bilingual one, in which case, native or near-native proficiency in all skills of the target language of the program is required Excellent interpersonal skills in order to collaborate with all staff in a school and provide ongoing professional learning and leadership as a specialist in second language acquisition Education or Equivalency Requirements Minimum/ Preferred Education level Description Minimum Bachelor's Degree Work Experience Requirements Equivalent to at least Type Area or Field Certification and License Requirements Certifications/ Licensures Comments State Possession of a collegiate professional, postgraduate professional, or appropriate vocational certificate/license issued by the Commonwealth of Virginia with endorsement in ESL; must be eligible for the Virginia State Certification Program Work Environment and Physical and Mental Requirements The work environment and physical and mental demands described here are representative of those an employee encounters and is expected to meet while performing the essential functions of this job.
