Position Overview
CMCOM is seeking a highly qualified Enterprise GIS Program Manager to provide strategic, technical, and programmatic leadership for a large-scale enterprise Geographic Information System program. The selected professional will support the modernization, integration, governance, and expansion of geospatial capabilities across aviation, tunnels, bridges, ports, rail transit, roadways, facilities, utilities, and corporate operations. This is not a basic mapping position. It is a senior enterprise technology and infrastructure leadership role requiring deep experience with GIS strategy, Esri Enterprise architecture, spatial databases, data governance, systems integration, cloud platforms, automation, analytics, and asset-management applications.

Experience We Are Looking For
The ideal candidate must demonstrate substantial enterprise-level GIS experience in the following areas:

Enterprise GIS Program Leadership
• Minimum ten years of progressively responsible experience leading enterprise GIS programs.
• Developing GIS strategies, modernization plans, technical roadmaps, implementation programs, budgets, priorities, and performance measures.
• Managing GIS staff, consultants, technology platforms, security requirements, and multiple concurrent initiatives.
• Coordinating GIS programs across engineering, information technology, operations, construction, maintenance, asset management, and executive leadership.
• Presenting technical strategies, risks, recommendations, and implementation plans to senior and executive stakeholders.

Transportation and Public-Infrastructure GIS
• Using GIS to support airports, aviation facilities, tunnels, bridges, rail systems, roadways, ports, marine terminals, buildings, utilities, and public facilities.
• Mapping and managing construction projects, inspection locations, underground infrastructure, property boundaries, facility assets, emergency routes, environmental conditions, safety risks, maintenance records, and equipment locations.
• Supporting large transportation, engineering, capital-program, or public-agency operating environments.

Esri Enterprise and ArcGIS Architecture
• Extensive experience with Esri Enterprise GIS technologies and enterprise ArcGIS architecture.
• Designing, deploying, configuring, administering, securing, maintaining, and modernizing enterprise GIS platforms.
• Managing ArcGIS Enterprise, enterprise geodatabases, GIS servers, portals, web services, and related applications.
• Developing secure, scalable, reliable, and maintainable enterprise GIS environments.

GIS Strategy, Governance, and Data Standards
• Developing enterprise GIS governance frameworks, policies, procedures, standards, and best practices.
• Establishing data ownership, stewardship, access, security, quality, maintenance, and lifecycle requirements.
• Defining GIS functional and technical requirements for new enterprise initiatives.
• Developing centralized geospatial data models, repositories, and implementation strategies.

Spatial Databases and Geospatial Data Management
• Designing and managing enterprise spatial-database infrastructure and centralized GIS data repositories.
• Managing large, complex, multi-source geospatial datasets and enterprise geodatabases.
• Improving data quality, consistency, interoperability, accessibility, reliability, validation, and version management.
• Implementing spatial master-data management and geospatial data-governance programs.

Enterprise Asset Management Integration
• Integrating GIS with IBM Maximo, Infor, or comparable Enterprise Asset Management platforms.
• Synchronizing GIS records with asset, inspection, maintenance, operational, and capital-planning systems.
• Developing geospatial asset inventories for aviation, rail, bridges, tunnels, roads, marine terminals, buildings, utilities, and equipment.
• Supporting utility-network mapping, asset lifecycle management, infrastructure inspections, and capital-investment planning.

BIM, CAD, LiDAR, and Digital Engineering Integration
• Developing BIM-to-GIS and CAD-to-GIS conversion and integration strategies.
• Integrating LiDAR, BIM, CAD, GIS, engineering, inspection, and asset-management information.
• Supporting Common Data Environments, digital engineering workflows, 3D GIS, and infrastructure visualization.
• Creating 2D and 3D geospatial products for planning, engineering, construction, operations, and asset management.

Cloud GIS and Enterprise Systems Integration
• Designing and supporting secure cloud-based enterprise GIS architectures.
• Integrating GIS with Bentley, PeopleSoft, Power BI, OpenShift, Red Hat Enterprise Service Bus, enterprise middleware, or comparable platforms.
• Designing integration architectures that allow GIS, engineering, asset, business-intelligence, and operational data to be shared across systems.
• Addressing enterprise security, access control, performance, availability, interoperability, and scalability.

GIS Automation and Data Engineering
• Developing enterprise GIS automation using FME Enterprise or comparable technologies.
• Designing automated Extract, Transform, and Load processes for geospatial data integration.
• Automating data conversion, validation, synchronization, publishing, reporting, and GIS/EAM data exchanges.
• Improving GIS data-engineering practices to reduce manual work and increase operational efficiency.

GIS Analytics and Decision Support
• Developing advanced geospatial analytics for capital planning, infrastructure investment, operations, maintenance, inspection, and risk management.
• Creating GIS-enabled Power BI dashboards and executive decision-support products.
• Developing 3D geospatial visualizations and spatial analytics for technical and non-technical stakeholders.
• Evaluating Nearmap AI and other emerging geospatial technologies for operational and infrastructure applications.

Transportation Asset Referencing and Mapping
• Designing or managing Linear Referencing Systems for roadway, rail, bridge, tunnel, utility, and other linear infrastructure assets.
• Developing enterprise utility-network maps and infrastructure inventories.
• Supporting GIS-enabled hazard notification, emergency awareness, operational visualization, and intelligent transportation initiatives.

Technical Leadership and Communication
• Leading multidisciplinary teams that include GIS administrators, developers, data engineers, planners, engineers, operations staff, asset managers, and consultants.
• Preparing technical standards, governance documents, architecture diagrams, implementation plans, operating procedures, reports, and executive presentations.
• Explaining complex GIS and systems-integration issues clearly to technical and non-technical audiences.

Minimum Requirements
• Bachelor's degree in Geographic Information Systems, Geography, Civil Engineering, Computer Science, Information Systems, or a related discipline.
• Minimum ten years of progressively responsible experience leading enterprise GIS programs.
• Extensive experience with Esri Enterprise technologies and enterprise GIS architecture.
• Experience designing and managing enterprise spatial databases and geospatial data-governance programs.
• Experience integrating GIS with IBM Maximo, Infor, or a comparable asset-management platform.
• Experience integrating GIS with BIM, CAD, LiDAR, and other enterprise systems.
• Strong knowledge of cloud GIS architecture and enterprise integration technologies.
• Proven ability to lead multidisciplinary technical teams and manage multiple concurrent initiatives.
• Excellent written, verbal, presentation, and stakeholder-management skills.
• Demonstrated experience presenting technical information to executive leadership.
• Ability to work full-time and maintain the required four-day onsite schedule in Lower Manhattan.

Preferred Qualifications
• Master's degree in GIS, Engineering, Information Systems, Computer Science, or a related field.
• Esri Enterprise Administration, ArcGIS Professional, or equivalent GIS certifications.
• FME Enterprise implementation and automation experience.
• Power BI, Bentley, PeopleSoft, OpenShift, and enterprise-middleware integration experience.
• Experience implementing Common Data Environments.
• Nearmap AI or advanced geospatial analytics experience.
• Enterprise digital-transformation and infrastructure-modernization experience.
• Transportation, aviation, port, marine, bridge, tunnel, rail, roadway, utility, or public-infrastructure GIS experience.
• Familiarity with large-scale capital programs and infrastructure asset-management practices.

Ideal Candidate Profile
The ideal candidate is a senior enterprise GIS program manager, geospatial architect, GIS technology leader, or digital-infrastructure specialist who can translate business and engineering objectives into secure, scalable, and maintainable enterprise GIS solutions. The successful candidate will combine strategic program leadership with strong technical depth and will be comfortable communicating with executive leadership while providing detailed direction to GIS administrators, developers, data engineers, engineering teams, operations personnel, and asset-management stakeholders.

Work Schedule
• Monday - Friday.
• 40 hours per week.
• Four days onsite and one day remote.
• Primary work location in Lower Manhattan, New York.
• Additional coordination may be required within the New York-New Jersey metropolitan region.

• Candidates must be able to work as a CMCOM W-2 employee.

• Candidates must provide availability and confirmation of the required onsite schedule.
• Employment and assignment are contingent upon client selection, background requirements, and execution of applicable agreements.

Final compensation will depend on:
• Depth of enterprise GIS program leadership experience.
• Esri Enterprise architecture, administration, and certification background.
• GIS integration experience with IBM Maximo, Infor, BIM, CAD, LiDAR, Power BI, Bentley, and enterprise middleware.
• Transportation, aviation, port, bridge, tunnel, rail, roadway, utility, or public-infrastructure experience.
• FME Enterprise, cloud GIS, data governance, automation, analytics, and spatial-database expertise.
• Ability to lead multidisciplinary teams and communicate with senior and executive stakeholders.
