The Program Manager will formulate strategy, implement, and maintain program initiatives that adhere to organizational objectives; develop program assessment protocols for evaluation and improvement; maintain organizational standards of satisfaction, quality, and performance; oversee multiple project teams, ensuring program goals are reached; manage budget and funding channels for maximum productivity. Plan and communicate the organization's vision and objectives; set priorities; assign tasks and responsibilities; monitor and evaluate performance; coach and develop employee capabilities; approve leave; and take, recommend, or approve corrective/ disciplinary actions as appropriate. Directs, evaluates, and develops subordinate supervisors and team leads, ensuring consistency and equity in performance management, talent development, and human resource policy application across all sub-teams. Translates executive-level vision into actionable strategic objectives for subordinate units.

Directs a team that is multi-disciplinary, and responsible for developing Statements of Work to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives; manages program and project teams for optimal return-on investment, and coordinate and delegate cross-project initiatives; identifies key requirements needed from cross-functional teams and external vendors; develop and manage budget for projects and be accountable for delivering against established business goals/ objectives; work with other managers to identify risks and opportunities across multiple projects within the department.

Define, plan, and organize assigned budget, staff, and other resources to accomplish organizational objectives. Manage budget and performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Apply advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the group. Serves as the final internal authority for resource prioritization when competing demands arise across subordinate programs, ensuring optimal allocation of staff and funding aligned with macro-level organizational goals.

Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders; organize programs and activities in accordance with the mission and goals of the organization; develop new programs to support the strategic direction of the organization; create and manage long-term goals; develop an evaluation method to assess program strengths and identify areas for improvement; review program funding proposals to guarantee uninterrupted delivery of services; ensure goals are met in areas including customer satisfaction, safety, and quality. Implement and manage changes and interventions to ensure project goals are achieved; meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services; ensure accurate and timely reporting of program status throughout its life cycle; identify/ analyze systemic or recurring program risks and opportunities and oversee intervention/resolution measures.

Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. Communicates results to all levels internally (within and across LOB/SO) and externally. Plays a lead role in reviewing and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level , you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-I (FG/GS-13). Specialized experienceis experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience: experience managing a multi-disciplinary program through subordinate supervisors or team leads. This experience must include translating executive vision into strategic objectives and orchestrating long-term budget planning. Experience establishing program evaluation frameworks and resolving systemic operational risks that impact an entire organizational subdivision.
