Assessment Manager

Lead operations and activities across property appraisals, compliance audits, and customer service within the Assessor’s Office. Responsibilities Plan, organize, and direct operations and activities of assigned divisions; ensure compliance with property taxation laws, codes, regulations, policies, and procedures. Assign work activities, monitor workflow, and review and evaluate work products. Maintain assessment roll processing timelines, estimate resources, monitor progress, and modify activities to meet objectives. Monitor and evaluate division activities for effectiveness and efficiency; respond to staff and public input; assist in developing and implementing revenue and taxation laws, programs, policies, and procedures. Supervise and evaluate the performance of assigned personnel; conduct interviews, recommend hiring, promotions, transfers, terminations, and disciplinary actions; oversee training functions. Respond to inquiries requiring detailed and technical information concerning laws, codes, ordinances, regulations, policies, and procedures. Prepare and maintain reports, records, and files related to assessment programs, compliance, personnel, and duties. Participate in the resolution of assessment reviews and related issues; represent the County Assessor before the Assessment Appeals Boards and other groups or commissions. Collaborate with assessment systems staff on design, development, and implementation of computer and automated systems. Manage tasks associated with continuous preparation and maintenance of assessment roll and supplemental roll information. Manage departmental forms and records management systems; coordinate maintenance and use of State Board of Equalization‑mandated forms and procedures. Qualifications Four (4) years of full‑time increasingly responsible operations/office management or assessment experience with a focus on property assessment work involving automated computer systems. At least two (2) years of experience supervising or managing staff. Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License. Obtain a permanent Property Tax Appraiser certificate issued by the CA State Board of Equalization within 12 months of hire.
