Human Capital Management Systems Administrator Job ID: 250994 Location: MD-Metro Bldg New Carrollton Employment Type: Full-Time Posting Open-Close: 11/04/2025 – 12/04/2025 Union: NRP Regular/Temporary: Regular Job Summary The Washington Metropolitan Area Transit Authority (WMATA) Human Capital Information Management (HCIM) department is seeking a highly skilled, knowledgeable, and motivated Human Capital Management Systems Administrator. The successful candidate will optimize and enhance our Human Capital Management (HCM) systems (Oracle Cloud HCM/Fusion, PeopleSoft) by providing expert guidance on system implementation, configuration, and ongoing maintenance. Responsibilities include supporting system modules, user training, system testing and validation, troubleshooting, and ensuring alignment with organizational policies. Oracle Fusion configuration experience is required. Minimum Qualifications Education Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Computer Science/Engineering, or Information Systems Management. In lieu of a Bachelor's degree, a high school diploma or GED and an additional four (4) years of experience in systems analysis and programming in a web application environment or similar work on applications in an Enterprise Resource Planning environment may be considered. Experience Six (6) years of experience in systems analysis and programming in a web application environment or similar work on applications in a PeopleSoft environment and/or Oracle Fusion Cloud Environment. Four (4) years of functional experience in an integrated Enterprise Resource Planning system. At least one (1) year of hands‑on Oracle Fusion Cloud HCM administration experience. Certification/Licensure None. Medical Group Satisfactorily complete the medical examination for this position, if required. Job Duties Configure and maintain Human Capital Management system modules to meet business needs. Conduct system testing and validation to ensure accuracy and effectiveness of system configuration. Troubleshoot problems and provide production support for all applicable Enterprise Resource Planning modules; identify issues and recommend solutions through the unit testing process. Ensure the availability and provision of standard reports; assist users in developing and implementing ad‑hoc special reporting requirements; develop user impact analysis for all system changes, improvements or upgrades. Act as subject matter expert and work directly with Payroll, Human Resources, and internal Digital Modernization IT development to support custom reports. Collaborate with cross‑functional teams to identify system improvements. Work with Payroll and Human Capital on employee data issues and monitor incorrect data on the job record; assist Payroll in running reconciliation queries and reports to support each pay cycle. Coordinate meetings with customers, technical team, quality assurance, and training groups to ensure understanding of specifications. Work closely with end users to identify system‑related training needs and assist in the development and implementation of training solutions. Ensure compliance with organizational policies and relevant labor laws. Maintain accurate records of system configuration, changes, and issues. Other Duties Support the Human Capital Reporting and Analytics team with ad‑hoc or urgent reporting requests and the HR Shared Services team with Human Capital Management System production support and process improvement. Provide functional and data training to peers and customers. Provide expertise and research opportunities to leverage new technology solutions and industry practices. Maintain and promote awareness and accountability with safety policies and procedures; encourage reporting of safety concerns consistent with the Agency Safety Plan, regulatory requirements, and just culture principles.
