CDHSCareers About this Unit: The purpose of the Administration & Finance Division is to ensure that available financial resources are used effectively and efficiently, and to ensure that state funds are spent in compliance with statute, fiscal rule, and Department policy. About this Position: The primary purpose of this position is organizing, interpreting, and reporting the Administration & Finance Division within the Department of Human Services financial data in concert with the Finance Manager and Chief Financial Officer. This position requires application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements. The ability to communicate financial information to a variety of audiences is required. This position will also perform additional duties that may not be present within this PD, as assigned by the appointing authority or supervisor. This position will support a division or divisions within the Department of Human Services by completing finance and budgetary functions, including financial reconciliations, financial reporting, budget development and budget management. Summary of Duties: We are seeking a highly analytical and collaborative Senior Financial Analyst. The ideal candidate must be a self-starter dedicated to wanting to make meaningful change to financial management and analysis. In this role, you will assist in providing critical financial oversight for a massive portfolio encompassing 107+ FTE and $255M+ in funding. Because much of this financial management involves shared funding across multiple divisions within the Colorado Department of Human Services (CDHS) and partner agencies, exceptional cross-functional collaboration is essential. This is particularly true regarding the Colorado Benefits Management System (CBMS), an enterprise-scale platform responsible for the automated eligibility and distribution of billions of dollars annually in state and federal public assistance funds (Medicaid, SNAP, TANF). As the analytical engine for the team, you will support complex multi-agency financial reporting for CoBEES/CBMS ($146.1M) as well as BITS operations, which includes $4.7M in PS & OpEx (37.0 FTE), $64.1M in payments to OIT/RtB, and $8.5M in CDHS Shared Expenses. You will also assist with CDHS Operations financial reporting ($22.7M), OIT utilization planning, tracking OIT/BITS/CBMS/CoBEES contracts and purchases, and synthesizing data for Consolidated LB Executive Level Reporting. Furthermore, you will provide granular financial tracking for Special Purposes programs, including the Administrative Review Unit ($4.7M / 42.4 FTE), SNAP Quality Assurance ($1.5M / 15.3 FTE), the 2-1-1 Human Services Referral Service ($1.5M / 1.0 FTE), Quality Assurance Youth Services ($786,000 / 7.0 FTE), Records and Reports of Child Abuse and Neglect ($452,000 / 4.0 FTE), Health Insurance Portability and Accountability Act of 1996 - Security Remediation ($230,000 / 1.0 FTE), and the Injury Prevention Program ($106,000). OR Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for (4) years of education. Specific job experiences required from the applicant: 3+ years of experience in financial management, analysis, and planning. Advanced technical skills to handle and synthesize "large and complicated datasets" into actionable insights. Experience rolling up complex financial data into consolidated, clear reports for senior leadership to drive strategic decision-making. Proven ability to analyze and synthesize shared funding models, cross-departmental cost allocations, and shared expenses. Experience acting as a "driven self-starter" who can build processes from scratch and lead transformational change. Preferred Qualifications: COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Knowledge of State and Federal funding requirements Experience with the existing state accounting system, namely the Colorado Operations Resource Engine (CORE). Experience with strategic financial management and cost benefit analysis principles and practices.
