The Stormwater Planning Division (SWPD) seeks a highly skilled and motivated individual to provide technical oversight for floodplain management and related activities that are within the purview of SWPD.

Key Responsibilities:
Under the general supervision of the Floodplain Management Section Chief, this position is responsible for advanced-level tasks related to:

• County's participation in Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP) and Community Rating System (CRS). Perform activities required to maintain and enhance the county's CRS program.
• Review of floodplain studies and other proposed projects in or near the floodplain to ensure compliance with the requirements of the local, state and federal regulations.
• Maintains FEMA's Digital Flood Insurance Rate Maps (DFIRMs) and provides flood-related information to Land Development Services (LDS), and other departments.
• Respond to FEMA flood zone related inquiries from residents and consultants.
• Review of assigned stormwater capital improvement project plans to ensure compliance with all applicable federal, state, and county requirements.
• Participation in the consultant selection process, negotiation of task orders in areas of work responsibility, and administration of task orders in accordance with DPWES contracting requirements.
• Flood risk reduction efforts. Performs advanced specialized engineering in the preparation and review of Hydrologic and Hydraulic (H&H) modeling in support of the Stormwater business areas and other divisions within the DPWES.
• Participate in the county's flood response program. Conduct annual training activities to ensure staff readiness for extreme weather events. Assist in maintaining the division's flood response documents.

Other work assignments may include:

• Track water quality benefits for stormwater projects and support MS4/TMDL compliance.
• Perform other duties as needed to support the department and emergency response.

This position may be transferred within the same branch or between divisions to meet the ongoing business needs of the organization. Engages in safe working practices and complies with Stormwater Management and DPWES safety programs and guidelines. Stormwater Management positions are responsible for responding to and assisting with snow, flood and other designated weather emergencies on an as needed basis. Therefore, this position is designated as emergency service personnel and may be required at any time (24X7) by the DPWES Director or Division Director to report to work when the County Executive declares unscheduled leave or emergency administrative leave per county policy.

Note: In 2027, all West Drive assignments will be permanently located at the new Water Resources and Infrastructure building, located at 6000 Freds Oak Road, Burke, VA 22015. Position may require traveling to multiple Fairfax County sites.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.

CERTIFICATES AND LICENSES REQUIRED:

• Valid driver's license.
• Valid Virginia Professional Engineer (PE) or Architect License.
• DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

• Four or more years of experience in FEMA's NFIP and/or CRS programs.
• Four or more years of experience working with various H&H models such as HEC-HMS and HEC-RAS.
• Four or more years of experience in the review of stormwater improvement project plans and floodplain studies.
• One or more years of experience in Geographic Information Systems (GIS): ArcGIS Pro.
• One or more years of experience in consultant contract management and maintaining and managing task orders.
• Possession of the Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) certification.

PHYSICAL REQUIREMENTS:
Ability and willingness to work in adverse weather conditions as needed responding to emergency events (e.g. snow removal, flood and hurricane response, etc.). Ability to communicate with the public verbally and in writing and perform field investigations. Ability to drive a motor vehicle, perform field investigations on infrastructures, carry up to 60 pounds of surveying equipment, ability to traverse steep, rough, rocky, and/or slippery terrain. Ability to work in hot and cold temperatures. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness. All duties performed with or without reasonable accommodations.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
