­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­Announcement #2026-067Issue Date:04-13-26Closing Date:Open until filled Program Manager Domestic Violence ShelterBehavioral HealthDepartment of Tribal HealthHourly Wage: $29.70/Regular/Full -Time/Supervisory Responsible for the development and design, and promotion of specified Domestic Violence, Sexual Assault/abuse and Crime Victim Services for Shelter and/or Transitional Housing on the Yakama Reservation. Under the direct supervision of the Program Director, the Shelter Program Manager is responsible for managing and overseeing the provision of emergency shelter program and/or Transitional Housing services and support to women, teens and children. Examples of Work Performed:Plans, develops, and implement design of infrastructure and strategic plan for a Shelter and/or Transitional Housing on the Yakama Reservation.Maintain and manage shelter building upkeep, maintenance, and monthly expenses.Develop local Shelter and/or Transitional Housing policies and Shelter and/or Transitional Housing protocols, and development of other resources to ensure child victims are provided comprehensive coordinated and trauma informed services to fully address their needs.Implement programs and delivery of services 24 hours a day, 365 days a year through effective management of agency staff and resources.Uphold and ensure compliance with personnel policies and procedures.Ensure implementation of daily operating procedures, safety protocols and administrative functions for residential program activates.Oversee timely collection of accurate client documentation and program service data collection in compliance with contract and grant reporting requirements.Create and maintain effective community partnerships.Support efforts to evaluate client satisfaction and program effectiveness (internal tools/external trends).Build and maintain effective working relationships with program/support staff located at multiple sites.Coordinate and participate in program specific meetings, staff meetings and in-service training.Provide 24-hour on-call emergency coverage for emergencies either directly or through delegation.Discuss with the other Project staff, ways to continue the work after the grant expires (identify which elements of the Project are most effective etc.).Compose reports, articles, letters to the community, and maintaining monthly statistics/data of project events and progress.Attend related trainings, community meetings, and community events; coordinating trainings, and events.May work non-standard hours for events and/or responding to the needs of the youth of the Yakama Reservation.Coordinate awareness community and youth activities and events in conjunction with the schools, community centers, youth group organizations calendars, school calendars, tribal programs and other community events.Promote cultural practices, traditions and customs of the Yakama Nation and incorporate them into policies and protocols on behalf of the Yakama Nation.Responsible to maintain and submit monthly and weekly calendars of grant programs activities, organization, meetings, collateral contracts and progress.Developing and implementing a comprehensive social marketing/public education strategy in corporation with program staff, evaluation of staff, youth, families and other members of the community.Develop social marketing plan, public education activities and overall outreach efforts.Abide by Yakama Nation Rules and Regulations.Knowledge, Skills and Abilities:Knowledge of conducting program evaluations, measurements for research progress and outcomes.Knowledge working with Tribal programs and non-Tribal organizations and articulate programs needs verbally or in written format. Knowledge of mental health, and substance abuse treatment, social justice issues on the YakamaReservation.Knowledge of working with grants, objectives, and activities to maintain contractual compliance.Knowledge of social and health services agencies of the Yakama Nation and adjacent communities as a resource to youth, elders, and community members of the Yakama Nation.Knowledge and ability to write Memorandums of Understanding and Agreements for program inter-agency collaboration.Knowledge in media, public speaking, communications, social marketing and design.Ability to complete required documentation of activities, objectives and goals.Ability to communicate verbally and in writing.Ability to demonstrate strong writing skills. If interviewed, interviewee may be asked to write a report or document by Program Director.Ability to meet multiple deadlines and multi-task.Ability to meet the physical requirements of the job including lifting, carrying, pulling, pushing and walking up stairs (1 to 3 flights, multiple times a day).Ability to Train individuals and/or large groups of people.Experience managing government grants and/or contracts.Verifiable supervisory experience and a commitment to team work.Proficient in Microsoft Office programs.Verifiable completion of state mandated 40 hour domestic violence Advocate/Counselor training or will complete the next scheduled agency 40 hour domestic violence advocate/Counselor training.Minimum Requirements:Bachelor 's Degree in Mental Health, Chemical Dependency, Social Work, Public Administration or related field.Three years of experience with direct services with clients/patients in Social Work field, must have community organization work experience, and have a high skill-level writing abilities.Required to pass pre-employment drug test.Required to pass pre-employment background check.Access adequate modes of transportation.Must possess a valid Washington State Driver's License with ability to obtain a Yakama Nation Driving permit.Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
