Under the direction of the Supervisor and Director, will organize and coordinate the daily operation of the Phlebotomy Services. Also supervises outpatient and off-site drawing stations. Will perform phlebotomy functions and non-technical duties. Supervises the staff of Phlebotomy Services.

Compensation Pay Range:
$21.46 - $28.89

ESSENTIAL FUNCTIONS
1. Performs phlebotomy (venipuncture, fingerstick, and heelstick) according to established procedure of South Shore Health & Educational Corporation.
a. Performs venipuncture using correct technique and with minimal discomfort to the patient.

b. Performs fingerstick procedures with correct technique and when unable to obtain specimen by venipuncture.

c. Performs heelstick on babies with correct technique.

2. Will coordinate the training of new employees and student interns.
a. Completes student evaluation on time.

b. Inexperienced phlebotomists are trained within one (1) month

c. Training and orientation checklist is completed at time of training.

d. New procedures are implemented and documented.

e. Acts as a resource to new employees.

f. Consults with Supervisor on progress of students and new employees.

3. Follows all organizational and department or unit policies and procedures.

4. Will order supplies and maintain sufficient inventory to efficiently operate phlebotomy services.
a. Supply orders are submitted on time.

b. Maintains sufficient stock of all items to avoid rush orders.

c. Maintains minimal inventory so that areas are not overstocked.

5. Will prepare schedules and work assignments in order to provide appropriate coverage for our Outreach patients.

a. Schedules will be available for posting according to established time schedule.

b. Weekdays will be evenly covered.

c. Rotates daily drawing areas for Outreach phlebotomists.

d. Organizes morning routes to include fastings and drug levels.

e. Organizes routes for homebound patients.

f. Accepts STAT add-on calls within the contracted time frames.

6. Identifies patients and properly labels specimen tubes
a. Identifies patients by asking patient their name and date of birth.

b. Sign labeled tubes with phlebotomists' initials also, time and date of draw.

7. Calls/faxes/delivers reports to Outreach/Off-site clients/areas as required.
a. Calls completed results to doctors' offices in a timely manner

b. Notifies VNA of STAT or abnormal results when requested.

c. Assists staff with additional blood-draws as necessary including add-ons and STATs.

d. Updates all patients' information received into hospital computer system.

8. Performs clerical duties such as computer entry & filing.
a. Verifies all information for accuracy

b. Performs order entry with no errors.

9. Will act as a receptionist, answer phones in the Outreach office.
a. Is courteous and friendly to patients, VNA staff, and doctors' offices.

b. Answers phone in a prompt and courteous manner and by stating name and department.

10. Is responsible for department's operational excellence; assures department delivers quality services in accordance with applicable policies, procedures and professional standards.
a. Manages all activities so that quality services are provided in an efficient and effective manner, as observed by Director.

b. Services provided meet all applicable regulatory requirements.

c. Maintains an effective quality improvement program as evidenced by reports.

d. Quality improvement program meets JCAHO and other regulatory agency requirement standards as evidenced by review.

e. Maintains departmental productivity measurements; reports status monthly.

f. Directs department activities in a manner consistent with organization-wide programs and procedures.

11. Manages human resources to assure quality services and promote positive employee relations.
a. Consistently and fairly implements human resources policies.

b. Maintains effective and appropriate staffing by monitoring employee turnover, overtime and absenteeism.

c. Employee performance appraisals are completed thoroughly and submitted on time.

d. Follows human resources policies to implement progressive discipline, when necessary.

e. Collaborates with human resources on the recruitment and selection of qualified employment candidates, following all policies, guidelines and applicable laws.

f. Develops performance goals/objectives with each staff member to promote maximum productivity, proficiency and professional growth, as evidenced by written goals on performance appraisals.

g. Is recognized as a positive role model.

12. Recommends ways to reduce expenditures and/or enhance revenues without compromising quality of services.

13. Effectively communicates departmental, organization and industry information to staff.
a. Attends organization's informational meetings, as evidenced by attendance sheets.

b. Gathers, interprets, and delivers information to staff in a timely fashion.

c. Assures staff understands information as evidenced by staff compliance with, and participation in, hospital programs, seminars, training and related activities.

d. Communication with staff is effective, resolving conflicts, which may hamper relations and productivity, as observed by Supervisor.

e. Uses hospital communications resources to inform internal and external audiences of departmental news/achievements/policies.

14. Attains all agreed to goals and objectives within specified time frames, as part of the organization's overall mission.

17. Technology - Is receptive to technological solutions to work processes and practices.

18. Safety Awareness - Fosters a "Culture of Safety" through personal ownership and commitment to a safe environment as stated in the Safety Management Program Manual, Infection Control Manual and Phlebotomy Policies & Procedure Manual. The employee is knowledgeable of who the Hospital Safety Officer is.
a. Consistently adheres to established Laboratory and Hospital policies for Universal Precautions and Safety Procedures.

b. When handling blood/and or body fluids, Personal Protective Equipment (PPE) will be utilized in order to minimize exposure to infectious diseases.

c. Wears gloves, gowns, goggles, or masks as required.

d. Disinfects & cleans work area at the beginning and end of each shift.

e. Knows where to find Material Safety Data Sheets (MSDS) for any items used in job performance.

NON-ESSENTIAL FUNCTIONS
1. Other duties as required.

2. Helps other phlebotomists and communicates with other departments, when needed, to ensure an orderly workflow.

3. Will call in phlebotomists on an as needed basis in order to maintain appropriate staffing.

4. Fills open shifts in advance.

5. Fills open shifts with short notice due to sick calls.

Supervisory experience preferred.

To cover every other Friday, and days off of the coordinator only.
