Position Description ARServices is seeking an experienced Operations Budget Analyst with Budget and Acquisition experience to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA) Chemical and Biological Department, Enabling S&T Division (RD-CBE). This cross-functional role is ideal for a detail-oriented professional who can support CBE and A&AS leadership, contribute to Warfighter engagements regarding Science and Technology (S&T), synchronize S&T development activities, and integrate with teams supporting acquisition, Planning, Programming, Budgeting, and Execution (PPBE), and research oversight. The Operations Officer will serve as primary backup to the CBE Division-level PMO A&AS Lead, support official correspondence at the Division and Department level, assist with the ETMS2 tasker system, and perform limited budget and acquisition-related tasks. This position focuses on operations and planning support rather than serving as a technical subject matter expert. A qualified candidate will perform the following duties and responsibilities, but are not limited to: Support the planning and execution of Warfighter engagements such as Chem Bio Operational Analysis (CBOA). Support the planning and execution of key initiatives related to disease surveillance capabilities, including synchronizing related activities (not developing the capabilities). Support Acquisition and PPBE tasks, including attending contract planning discussions for FAR-based contracts, Other Transaction Authority (OTA) agreements, and SBIR/STTR actions; taking minutes; and offering advice. Attend Initial Strategy Session / Acquisition Strategy Review (ISS/ASR) meetings, take minutes, and offer advice. Manage and perform Purchase Request processes (e.g., Internal Strategy Session, PR packet creation and monitoring) at the CBC Division level. Coordinate and consolidate complex technical, programmatic, and strategic responses to support Division initiatives for internal and external audiences. Support task management across the Division and serve as primary backup to the CBE Division-level PMO A&AS Lead. Provide support to the CBE Division Chief and CBE Experimentation Branch Chief, including collecting slides and conducting roll-call during meetings when the CBE PMO Lead is absent. Establish and maintain relationships with relevant internal and external stakeholders in the Chemical and Biological defense community. Create briefings and products for both technical and senior leader audiences. Support, if directed, international S&T actions such as coordination with the DTRA Foreign Disclosure Office. All other duties as assigned. Required Qualifications Bachelor’s or Master’s degree in Business, Accounting, Financial Management, or a related field; and/or a degree in a science field (e.g., biology, chemistry, physics) with experience managing executive-level correspondence with external agencies. 2+ years of relevant experience with a BS, or one 1+ year with an MS. Detail-oriented, self-starter with excellent communication and time management skills. High-level proficiency with Microsoft Excel, PowerPoint, and Word; ability to quickly learn new IT systems and software. Familiarity with Power BI tools and the use of AI (prompt writing, iteration, and product proofing). Security Clearance Requirements Active DoD Secret Security Clearance. Location & Travel This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected. Preferred Qualifications Data visualization expertise using the Power BI suite. Experience with the DoD Joint Chemical Biological Defense Program (CBDP). Understanding of tactical through strategic CWMD considerations. Hands-on experience with CWMD defense equipment. Knowledge of Joint Chemical Biological Defense Program systems (e.g., JICAP).
