Patrol Officer

City of Cedarburg

GENERAL PURPOSE Protect life and property; preserve the peace and good order of the community; furnish various law enforcement services to enhance the smooth and orderly operation of the city. SUPERVISION RECEIVED Immediately supervised by Patrol Sergeants. SUPERVISION EXERCISED The senior Patrol Officer may be required to supervise a shift in the absence of a Patrol Sergeant. Patrol Officers are encouraged to contact the Chief, Captain, or any Sergeant on or off duty for assistance with difficult supervisory situations. ESSENTIAL DUTIES AND RESPONSIBILITIES A. Preserves the public peace. B. Prevents crime. C. Detects and arrests violators of the law. D. Protects life and property. E. Enforces all criminal and traffic laws of the State of Wisconsin and the ordinances of the City of Cedarburg. F. Patrols the city and checks buildings to ensure that they are in a safe condition and that no forced entries have occurred. G. Investigates suspicious or unusual incidents occurring during his/her tour of duty and conducts preliminary investigations of all actual crimes, which he/she discovers or is assigned to investigate. H. Apprehends and arrests for felony, misdemeanor, city ordinance offenses in accordance with city ordinances, state statutes, and Department orders, rules, and policies. I. Investigates complaints of a non-criminal nature; i.e. family disputes, missing persons and injured people, and assesses each individual case to determine appropriate action. J. Responds to fire and rescue calls to render assistance to victims and assist the fire department within the scope of his/her training. K. Establishes sources of intelligence and information. L. Conducts traffic accident investigations, completes required forms, including the identification of all passengers, vehicles, witnesses, location, injuries, date and time; and issues citations where appropriate and consistent with departmental procedure. M. Enforces traffic and parking regulations through visual and radar patrol. N. Assists in the maintenance of traffic control for efficient flow through the city. O. Observes and searches the scene of a crime for physical evidence and collects photographs, and/or preserves evidence found for possible use in future legal proceedings. P. Completes special investigations when assigned. Q. Serves as a police escort when assigned. R. Provides traffic and/or crowd control at special events. S. Furnishes assistance and information to citizens and visitors. T. Completes follow-up investigations of criminal and misdemeanor offenses and ordinance violations as required or assigned by higher authority. U. Notifies dispatch when fires are observed and responds to fire alarms. V. Completes all required records and reports of activities. W. Serves as a witness in court cases and is responsible for obeying all lawful subpoenas. X. Performs specialized assignments as may be assigned by the Chief of Police or other ranking officer. Examples of specialized assignments include, but are not limited to; Breath Test Operator, Field Training Officer; Firearms Instructor. Y. Requests specialized assistance, as may be required, to handle specific problems encountered; i.e., Evidence Technician, Detective, etc. Z. Responsible for checking squad room memo spindle for special watches, intra-departmental correspondence, teletypes and other information. AA. Responsible for checking warrant and suspension/revocation lists located in squad room. BB. Serves subpoenas and summonses as required. CC. Attends training sessions and departmental meetings as may be required. DD. Maintains a courteous and professional demeanor when interacting with members of the public. EE. Establishes and maintains a rapport with all members and segments of the community to enhance the police image and instill a respect for law and order. FF. Reports any circumstances which may present a public safety hazard and/or takes appropriate measures to reduce or remove such hazards. GG. Observes parks, schools, and other places where children may gather for the purpose of investigating suspicious persons or activities that might be of danger to children. HH. Notifies dispatch of location and reason for being out of service; location of vehicle stops and vehicle information; and all requests for police service. II. Remains obedient and responsible to all verbal and written orders issued by superiors and to all work assignments transmitted to him/her by authorized persons. JJ. Performs such other duties as may be required by state law, city ordinance, Departmental rules, or as may be assigned by a superior officer. ESSENTIAL QUALIFICATIONS AND SELECTION CRITERIA A. Must meet all the criteria developed and required by the State of Wisconsin and the Cedarburg Police and Fire Commission for entry level law enforcement officer at the time of hire. B. Requires appointment to the rank of Patrol Officer by the Chief of Police from an eligibility list developed by the Cedarburg Police and Fire Commission. All appointments must have the approval of the Cedarburg Police and Fire Commission. C. Requires ability to establish a working knowledge of the geography of the City of Cedarburg and location of important buildings. D. Requires ability to analyze situations, to adopt a quick, effective and reasonable course of action, and to act quickly, calmly and decisively in emergencies and under stress. E. Requires ability to use good discretion. F. Requires ability to deal courteously, but firmly with the public, and to handle situations tactfully and impartially. G. Requires ability to speak clearly; give precise and understandable directions; and to communicate effectively, both verbally and non-verbally. H. Requires physical strength and ability sufficient to meet police duty requirements. I. Requires ability to understand and respond quickly and accurately to written and oral directions, instructions, inquiries, requests, and orders. J. Requires the ability to prepare clear and comprehensive reports, and to prepare legible documents and produce simple diagrams. K. Requires ability to establish and maintain effective relationships with staff, fellow workers, and the general public. L. Requires ability to establish a working knowledge of pertinent federal and state laws and municipal ordinances. M. Requires a valid Wisconsin driver's license and the ability to drive a squad car, sometimes for extended periods of time. N. Requires ability to make a forceful, physical arrest and/or to be able to defend oneself or another from physical attack before or during a forceful arrest. O. Requires ability and mindset to use deadly force to protect his/her own life or that of another as a last resort. P. Requires ability to speak fluent English to citizens and others and to be able to understand the English language when spoken to. Q. Requires ability to read and understand written communications in the English language and to be able to write and be understood by citizens, supervisors and peers in the English language. R. Requires ability to walk, run, jump, climb stairs, get in and out of squad cars without assistance so as to meet police duty requirements. S. Requires ability to see in order to identify violators, recognize violations of the law, see and identify potential dangers to oneself, other officers, or members of the public. T. Requires ability to lift and/or drag heavy objects in order to be capable of carrying an uncooperative arrestee or to move an injured or unconscious person. U. Requires ability to hear in order to recognize human speech, commands, orders, instructions, noises, radio transmissions, emergency sirens, and calls for help or assistance to/from the public and other officers. V. Requires a record of honesty and respect for the law and Department rules and regulations in order to establish credibility and ability to testify in court under oath, and be believed both in oral testimony or written reports and documents. W. Requires ability to search, control and restrain an arrestee both by verbal commands and physical force, including the use of deadly force, if necessary. X. Requires ability to maintain order, apprehend violators of the law, preserve the public peace and prevent crime. Y. Requires ability to drive a car and talk on a mobile radio microphone or portable radio and/or conduct a foot pursuit and use a portable radio to relay present locations, conditions, and other information. Z. Requires ability to stand/walk for extended periods of time in order to perform guard duty, direct traffic, conduct riot or crowd control or security missions. AA. Requires that the applicant or officer not pose a direct threat to the health or safety of him/herself, other individuals in the workplace, members of the public, or to property. BB. Requires ability to enforce all criminal and traffic laws of the State of Wisconsin and the ordinances of the City of Cedarburg. CC. Requires ability to answer, talk on, and listen to telephone and telephone conversations with dispatchers, supervisors, peers, and the public. DD. Requires a personal history, free of alcohol and drug abuse that would indicate an inability to maintain sobriety on the job or a lack of respect for the law or pose a direct threat to the health or safety of him/herself, other individuals in the workplace, members of the public, or to property. EE. Requires a history of emotional stability, absence of reality distortion, appropriate judgment, ability to remain calm in stressful situations, good work habits, psychological stability, absence of psychopathology, appropriate judgment and decision making, absence of excessive anger and suspiciousness, and sufficient intellectual capacity to perform all essential functions of the job. FF. Requires sufficient physical mobility to perform all essential functions of the job, including but not limited to apprehension of criminals and physical restraint of an arrestee. GG. Requires a lack of dependence upon any legally prescribed drugs or use of any legally prescribed drugs that would prevent the performance of the essential functions of the job. HH. Requires ability to meet the Department's attendance requirements as prescribed by Department orders, policies and rules as to time and place to report for duty so as to provide the employer with reasonably regular, predictable attendance. II. Requires ability to use Department issued handguns, shotguns, rifles, tear gas, police batons, handcuffs, and any other lethal or less than lethal weapon or equipment; and possess ability to qualify with such lethal or less than lethal weapons or equipment, as required by the Department. JJ. Requires ability to complete a Field Training Program Course of in-service instruction as prescribed by the department. KK. Requires ability to work various shifts, hours, holidays and days of the week as assigned or required. LL. Requires ability to work in all and extreme weather conditions, all and extreme lighting conditions, daylight and night light, with and without artificial light available, both indoors and outdoors, and in close proximity as necessary to provide emergency services with any and all circumstances that might constitute personal danger, i.e. fires, smoke, chemical leaks/spills, armed and/or dangerous persons/animals, persons and/or articles with contagious/communicable diseases, or other hazards associated with natural or man-made disasters. MM. Requires ability to effectively deal with the morbid, the macabre, the repugnant, the abnormal, the morose, the psychotic, the neurotic, and the otherwise unpleasant or unusual facets or results of human behavior. NN. Requires ability to work overtime hours, days off or vacation days, with just compensation, as may be necessary to carry out the requirements of the police mission. OO. Requires ability to attend training, meetings, schools, etc., which may require travel and lodging outside of Cedarburg. PP. Requires the ability to provide descriptions of suspects, clothing, automobiles, etc. and to be specific as to details such as sizes, shapes, colors, etc. QQ. Requires ability and desire to follow the General Orders, Rules and Regulations, and Policies and Procedures of the Cedarburg Police Department. PHYSICAL READINESS ASSESSMENT OBJECTIVES: The Physical Readiness Assessment Program is designed to individually assess pre-entry personnel for the state of physical readiness. It is recognition of the basic principle of atrophy: that which is not used degenerates, while that which is used, improves in strength, efficiency and durability. The test is designed to create awareness in the individual of his or her physical capabilities that relate to the physical demands of police work. PROCEDURES: Anaerobic Power (Vertical Jump): While standing, both arms outstretched overhead next to measuring device will determine starting point Vertical jump at measuring device Best of three attempts will be scored A jump distance of 16 inches or more will count as a passing grade Upper Body Strength (push-ups OR bench press): Push Ups Hands shoulder width apart Straight back Arm angle at elbow must go below parallel Continuous motion-no resting on the floor 26 push-ups, untimed Bench Press Bench press 70% of body weight Bar raised to locked elbow position and held momentarily Bar lowered until it touches chest Bar raised to locked elbow position and held momentarily Body weight will be measured before test to nearest 10 lbs. of weight (185 lbs. x .7= 129.5 lbs=130 lbs. of test weight) One complete lift will count as passing grade Abdominal Strength: Feet restrained Knees bent Hands locked behind the head Continuous motion Elbows touch knees each time Shoulder blades touch floor each time One minute time limit to complete test 30 sit-ups or more within time limit will count as passing grade Anaerobic Power (300-Meter Run): Test will be conducted on a 400-meter circular track or other suitable area Each participant will be timed for a distance of 300 meters A time of 70 seconds or less will count as a passing grade Cardiovascular Endurance-1.0 mile run: Test will be conducted on a 400-meter circular track; or other suitable area. Each participant will be timed for a distance of 1.0 miles 10 minutes or less will count as a passing grade for 1.0 miles There will be a 30-minute rest period between the 300-Meter run and the 1.0 mile run. Candidates must pass all five stages of testing to successfully pass the Physical Agility portion of testing. Candidates failing any stage of the physical readiness testing will be disqualified from continuing in the hiring process. Applicants must successfully pass a written examination, physical readiness screening (requirements detailed in qualifications), oral interview, psychological profile, background investigation, intelligence testing, and medical examination, including drug screening, hearing and vision testing. Applications with previous law enforcement experience will be considered for a higher pay scale, dependent upon qualifications. The current contract also includes a yearly education and physical fitness incentive, for those who qualify. Applicants are NOT required to be certified or certifiable by the Wisconsin Law Enforcement Standards Board.
