Supervisory General Attorney

Office of the General Counsel (U.S. Department of Agriculture)

Summary This position is located in U.S. Department of Agriculture, Office of the General Counsel, Civil Rights, Labor, and Employment Law Division, Litigation Section in Washington, D.C. The incumbent serves as the Supervisory General Attorney who supervises and manages a Branch or Regional Office, which under the direct supervision of the Regional Attorney provides legal services to field offices of USDA agencies administering within a geographical area assigned to the office. Duties Demonstrates success leading a team of attorneys in litigating federal sector discrimination claims. Demonstrates experience providing legal guidance and advice on civil rights issues to high level officials. Demonstrates team building and best practices development. Requirements Conditions of employment You must be a US Citizen or US National. Males born after 12/31/1959 must be Selective Service registered or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. If selected, you may be required to serve a two-year trial period as applicable to appointment type. Additional information is in the Next Steps section. Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period. For consideration, applicants must meet the minimum qualifications for attorney positions: Successful completion of a full course of study in a school of law accredited by the America Bar Association (ABA) and have the first professional law degree (J.D. or equivalent degree) (Law School transcript required); AND Currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Specialized Experience Applicants should have demonstrated specialized experience in legal research, excellent writing and communication skills, and a strong academic record. This experience should be clearly documented in the cover letter and resume. At the GS-15 level Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience Supervising or leading teams of attorneys; Litigating federal sector discrimination claims, including complex cases and class actions; Developing and providing training on civil rights issues in the federal sector; Providing sound legal advice and guidance on civil rights issues to high level officials; Implementing resolution of legal issues and office policies; Providing oral and written advice including preparing and reviewing documents; Researching and analyzing pertinent law including developing legal theories, tactics, and procedures in areas for example, civil rights, labor, and employment law; and Advising client agencies on dealing with special interest groups and assisting client agencies in negotiations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education: Successful completion of a full course of study in a school of law accredited by the America Bar Association (ABA) and have the first professional law degree (J.D. or equivalent degree) (law school transcript required). Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. It is your responsibility to provide adequate proof that you meet the above requirements (education and bar membership). Inadequate or illegible information could result in non-qualification and loss of consideration. If you are relying on your education to meet qualification requirements: You MUST submit a copy of your transcript if you want to substitute your education for experience. If you claim qualifications based on education, and do not submit a transcript, your education will not be used in making a qualification determination and you may be found "not qualified". Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Bar Membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report. Incentives may be authorized.
