Program Operations Coordinator - Alaska Workstream

Responsibilities

POSITION OVERVIEW:

Peraton is seeking an experienced Program Operations Coordinator to support modernization efforts under the FAA Brand New Air Traffic Control System (BNATCS) contract. This position provides centralized operational and programmatic support across both the Alaska Weather Needs Package (AWOS/VWOS/WCAM) and the Alaska Automation Capability (AAC) Needs Package, ensuring the Alaska workstream operates with the consistency, accountability, and responsiveness required to meet contract deliverables under the No Excuses Exceptional Delivery Standard (NEEDS).

This position is the single point of coordination for operational infrastructure, resource logistics, travel execution, site access planning, records management, and contract support functions that directly enable field activities, technical execution, and on-time delivery of NEEDS Package requirements across up to 174 AWOS/VWOS/WCAM sites and 17 Alaska Flight Service Stations (FSSs). Rather than duplicating Project Management or engineering functions, this role provides the operational foundation that allows technical personnel and project leadership to remain focused on program execution.

This position is based in Anchorage, AK, and works in close coordination with the Weather Workstream Lead, the AAC Lead, Project Management, Project Coordination, engineering teams, subcontractors, field personnel, FAA stakeholders, and internal functional organizations throughout the program lifecycle.

IN THIS POSITION, YOU WILL:

NEEDS Package Program Operations

• Support execution of both the Alaska Weather (AWOS/VWOS/WCAM) and Alaska Automation Capability (AAC) NEEDS Packages by maintaining the operational infrastructure required for on-schedule delivery of contract milestones and deliverables.
• Maintain and distribute integrated program documentation, including action item trackers, milestone logs, CDRL submittal registers, risk register inputs, and deliverable tracking schedules in support of program reporting requirements.
• Coordinate input to the Digital Command Center (DCC) dashboard by aggregating status updates, financial inputs, and operational data from across the Alaska workstream to support real-time program health visibility for leadership and the FAA.
• Support Monthly Status Report (MSR) preparation and submission by compiling inputs, coordinating reviews, maintaining submission schedules, and tracking feedback to closure.
• Maintain an archive of submitted reports, CDRLs, and feedback records to support contractual compliance, FAA coordination, and future audit requirements.
• Support Program Management Reviews (PMRs) and other recurring coordination meetings by managing logistics, coordinating agendas, distributing materials, capturing action items, and tracking decisions to resolution.

Site Access & Field Coordination

• Coordinate site access requirements for remote Alaska, OCONUS, and airport facility locations in accordance with PWS Section 2.3, including advance scheduling, facility notifications, and confirmation of site availability prior to field activities.
• Manage personnel credentialing and access requirements by coordinating FAA PIV card requests, facility badge processing, TSA security screening documentation, and airport movement area safety training enrollment for Alaska workstream personnel.
• Coordinate escort requirements with facility management in advance of site visits at high-security locations and maintain records of access approvals and compliance documentation.
• Support pre-survey planning and logistics for AWOS, VWOS, and WCAM site survey activities, including travel arrangements, equipment staging coordination, local authority notifications, and stakeholder communication to facilitate access for engineering and survey teams.
• Coordinate with Alaska/FAA Stakeholders in support of site access and field activities as required by PWS Sections 2.1.1 and 2.1.4.2.1.

Travel & Logistics Management

• Manage all aspects of Alaska workstream travel in support of field operations across remote sites, including itinerary planning, lodging coordination, transportation arrangements, and travel documentation for up to 10 travelers across 20+ trips per performance period.
• Administer fleet vehicle and equipment logistics for field personnel operating across Alaska, including scheduling, maintenance coordination, safety equipment tracking, and compliance with vehicle use policies.
• Coordinate freight, materials, and equipment shipments in support of AWOS, VWOS, WCAM, and AAC field and construction activities, including tracking, documentation, and coordination with logistics and procurement teams.
• Support procurement planning and purchasing activities for operational supplies, field equipment, and direct cost items required to support Alaska workstream execution, coordinating with Contracts, Procurement, and Finance.

Records, Data & Documentation Management

• Maintain organized program records, document repositories, contact lists, and shared resources across the Alaska workstream in alignment with PWS data management requirements (Section 2.1.7.2), including CDRLs, system documentation, program schedules, and risk register artifacts.
• Coordinate document routing, transmittal tracking, and submittal management to ensure engineering deliverables, reports, and contractual submissions are routed, reviewed, and delivered through the correct channels and within required timeframes.
• Upload site documentation — including photographs and daily construction activity reports — to the Knowledge Services Network (KSN) site or other FAA-designated electronic systems in accordance with FAA reporting requirements.
• Support configuration management activities by coordinating collection of system configuration documentation from Existing Vendors and field teams and providing that information to enterprise-level DCC databases as directed.
• Maintain traceability records between program activities, site visits, deliverables, and decisions to support contractual compliance and program oversight.

Financial & Contract Support

• Support financial management activities by maintaining documentation and tracking of expenditures, coordinating time-phased budget inputs, and providing operational cost data to support the cost baseline linked to the Integrated Master Schedule (IMS).
• Assist with subcontract and vendor coordination by tracking deliverable commitments, maintaining communication records, and supporting Integrator monitoring of subcontractor performance in accordance with PWS Section 2.1.8.2.
• Coordinate with Contracts, Finance, Procurement, and Program Controls to ensure operational activities are aligned with contract requirements, period of performance obligations, and Other Direct Cost (ODC) authorizations.
• Support acquisition and procurement activities for long-lead materials, field equipment, and operational resources by maintaining purchase request documentation, vendor coordination records, and delivery tracking.

Personnel & Onboarding Support

• Coordinate onboarding and in-processing for new Alaska workstream personnel, including workspace setup, badging and access coordination, safety equipment provisioning, and integration into program communication channels.
• Support staffing logistics for field activities, site surveys, and construction oversight by coordinating travel, accommodation, and scheduling for project personnel deploying to remote Alaska locations.
• Serve as the central point of contact for recurring operational requirements across the Alaska workstream, reducing fragmentation of administrative and logistical functions among Project Management, Project Coordination, and engineering personnel.
• Coordinate office and facility requirements for the Anchorage-based workstream, including workspace management, supplies, equipment, and vendor coordination necessary to sustain operational continuity across both NEEDS Packages.

Qualifications

BASIC QUALIFICATIONS:

• U.S. Citizenship required.
• Ability to obtain and maintain a Public Trust clearance.
• 2 years with BS/BA; 0 years with MS/MA; 6 years with no degree; 4 years with AS
• Demonstrated experience coordinating multi-faceted operational activities across geographically distributed teams, field sites, or remote locations.
• Experience managing travel logistics, fleet operations, field equipment coordination, or site access requirements in support of field-intensive programs.
• Experience maintaining program records, tracking deliverables, managing document repositories, and supporting CDRL or reporting workflows.
• Experience supporting financial tracking, expenditure documentation, and procurement coordination in a government contract environment.
• Strong organizational, analytical, and written communication skills with the ability to manage multiple concurrent priorities in a dynamic, fast-paced environment.
• Experience working directly with project management, engineering, and technical personnel in a cross-functional coordination role.

PREFERRED QUALIFICATIONS:

• Previous experience supporting the FAA, Department of Transportation, or National Airspace System modernization programs.
• Experience supporting aviation infrastructure, airport operations, weather systems, telecommunications, or other NAS-related programs.
• Familiarity with FAA site access requirements, PIV credentialing, TSA security screening processes, and airport movement area safety protocols.
• Experience coordinating field site surveys, construction oversight activities, or remote site logistics in Alaska or other austere/remote environments.
• Familiarity with NEEDS Package delivery standards, CDRL management, or government contract reporting requirements including Monthly Status Reports and Program Management Reviews (PMRs).
• Experience with Digital Command Center (DCC) platforms, program dashboards, or integrated reporting systems used to provide real-time program health visibility.
• Experience coordinating subcontractor logistics, tracking vendor deliverable commitments, and supporting subcontract administration activities.
• Familiarity with FAA Knowledge Services Network (KSN), SharePoint, or other government document management and reporting platforms.
• Experience using Microsoft Project, SharePoint, Jira, or similar program management and collaboration tools.
• Experience supporting multi-site, multi-program operations from a centralized location, providing operational continuity across concurrent workstreams.

Target Salary Range

$66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
